派驻纪检监察机构履行监督执纪问责职责问题研究——以派驻旅游系统纪检监察机构为例

【摘要】：明确职责定位,聚焦党风廉政建设和反腐败斗争,紧紧围绕监督执纪问责,深化转职能、转方式、转作风,全面提高履职能力,是新形势下党中央和中央纪委对各级纪检监察机构提出的新任务、新要求。目前,一些派驻纪检监察机构在履行监督执纪问责职责方面还存在着思想认识不到位、任务职责不明确、工作机制不完善、执行纪律不严格、责任追究不坚决、工作方式不科学、作风转变不理想等问题。各级派驻纪检监察机构必须进一步提高思想认识、增强监督责任,明确任务职责、聚焦主责主业,完善工作机制、强化监督作用,严格执行纪律、确保刚性约束,严肃责任追究、强化责任落实,创新方式方法、强化技术支撑,转变工作作风、提高素质能力。
[Abstract]:Make clear the position of duty, focus on the construction of a clean and honest party style and the struggle against corruption, closely revolve around supervision and discipline enforcement and accountability, deepen the transfer of functions, methods, style, and comprehensively improve the ability to carry out duties, It is a new task and requirement of the CPC Central Committee and the Central discipline Inspection Commission for discipline inspection and supervision organizations at all levels under the new situation. At present, some discipline inspection and supervision institutions still have a lack of ideological understanding in carrying out their duties of supervision and discipline enforcement, lack of clarity in their duties and duties, imperfect work mechanisms, lax enforcement of discipline, and lack of firm accountability. The work way is not scientific, the style change is not ideal and so on. The discipline inspection and supervision institutions at all levels must further enhance their ideological understanding, strengthen their supervisory responsibilities, clarify their duties and responsibilities, focus on the principal responsibilities, improve the work mechanism, strengthen their supervisory role, strictly enforce discipline, and ensure rigid constraints. Serious responsibility investigation, strengthening responsibility implementation, innovating methods, strengthening technical support, changing work style and improving quality and ability.
