广西驻村“第一书记”工作研究

【摘要】：随着农村扶贫攻坚进入“啃骨头”的阶段,基层党的领导作用更加凸显,基层党组织建设愈发紧迫,于是驻村“第一书记”应运而生,成为党在扶贫攻坚战场的一支优秀战斗队,带领着人民群众战贫困、迎新生,在新农村建设中发挥出巨大的能量。驻村“第一书记”是基层民主建设的一种创新形式,在激活党政系统人才流通、促进城乡统筹发展、提高农村基层党组织建设、培养锻炼年轻干部等方面发挥了重要作用,日益受到各方的普遍认同和关注。但目前仍然存在一些影响广西驻村“第一书记”作用发挥的因素,如各方面对驻村“第一书记”的认识不到位、派出的驻村“第一书记”与所驻村子不匹配、项目经费缺口大且落实困难、农村固有的小农思想等。各方应树立对驻村“第一书记”正确的认识;组织部门应严格把好选人关,因岗派人,加大对其培训力度;政府及各部门应提高项目资金审批效率;驻村“第一书记”要处理好与各方的关系,培养好村“两委”班子,调动群众积极性,争取更多社会帮扶,整合最大的力量共同建设美丽广西。广西驻村“第一书记”选派具有广西特色,应扬长避短,切实发挥驻村“第一书记”的优势作用。
[Abstract]:As rural poverty alleviation has entered the stage of "gnawing bones", the leadership role of the grass-roots party has become more prominent, and the building of grass-roots party organizations has become more urgent, so the "first secretary" in the village has emerged as the times require. It has become an excellent combat team of the Party in the field of poverty alleviation, leading the masses to fight poverty, welcoming new life, and exerting great energy in the construction of new countryside. The "first secretary" in the village is an innovative form of grass-roots democratic construction. It has played an important role in activating the circulation of talents in the party and government system, promoting the overall development of urban and rural areas, improving the building of rural grass-roots party organizations, and training young cadres. It is increasingly recognized and concerned by all parties. However, there are still some factors that affect the role of the "first secretary" of Guangxi resident village, such as the lack of understanding of the "first secretary" in the village, and the mismatch between the "first secretary" of the resident village and the resident village son. Project funding gap and implementation of difficulties, rural small farmers, and so on. All parties should establish a correct understanding of the "first secretary" in the village; the organizational departments should strictly close the selection of people and increase their training because of the post; the government and various departments should improve the efficiency of project fund examination and approval; The "first secretary" in the village should properly handle the relations with all parties, train the team of the "two committees" of the village, arouse the enthusiasm of the masses, strive for more social support, and integrate the greatest forces to build a beautiful Guangxi. The selection of the "first secretary" of Guangxi resident village has Guangxi characteristics, so it is necessary to give full play to the superiority of the "first secretary" in the village.
