农村党员权利的行使及保障研究

【摘要】：党的十八大报告强调,要保障党员的主体地位,进一步落实党员的知情权、参与权、选举权、监督权。这对党员权利的实现具有重要的指导意义。农村党组织是中国共产党的重要组成部分,农村党员权利保障得如何,可以说是中国共产党整个党员权利保障状况的一个缩影。农村党员权利的充分行使,有利于推进农村基层民主,有利于加强村级党组织的吸引力,有利于基层党内民主建设以及加强基层党组织纯洁性、先进性的建设。本文结合农村党员权利的相关文件、案例及新闻报道,并通过实地走访以及和农村党员进行深入交谈,始终以党员权利为出发点和落脚点,对农村党员权利的行使现状进行了理论上的分析和思考。目前,农村党员权利行使在新时期取得了一定的成绩,成绩主要有:农村党员权利的实现有了更加民主的环境,对农村党员权利的实现更加注重制度保障,农村党员参与党内事务的程度进一步加深。但由于受历史和现实的各方面因素的影响和制约,农村党员的知情权、参与权、选举权、监督权在落实的时候还有不到位的地方。而落实不到位的主要原因是农村传统的观念和习惯依然存在,农村党员队伍结构失衡,农村党员的维权意识不强,农村党员干部认识不足,农村党员权利的落实机制不完善。根据农村党员权利行使过程中存在的不足及其原因,提出了相应的保障对策,主要有提高农村党员的政治素质,培养农村党员的权利意识;创造健康的党内环境,保障党员权利的实现;完善党内民主制度,保障党员各项权利。希望这些对策能促进农村党员权利的行使,促进党内民主的进一步发展。
[Abstract]:The report of the 18th National Congress of the CPC stressed the need to safeguard the dominant position of party members and further implement the party members' right to know, participate in, vote, and supervise. This is of great significance to the realization of party members' rights. The rural party organization is an important part of the Communist Party of China. How to guarantee the rights of the rural party members can be said to be a microcosm of the whole situation of guaranteeing the rights of the party members of the Communist Party of China. The full exercise of the rights of rural party members is conducive to promoting rural democracy at the grass-roots level, strengthening the attractiveness of the party organizations at the village level, building democracy within the party at the grass-roots level and strengthening the construction of the purity and advanced nature of the party organizations at the grass-roots level. This article combines the relevant documents, cases and news reports of the rights of rural party members, and through field visits and in-depth conversations with rural party members, always take the rights of party members as the starting point and the foothold. To the rural party member's right exercise present situation has carried on the theoretical analysis and the ponder. At present, certain achievements have been made in the exercise of the rights of rural party members in the new period. The main achievements are: the realization of the rights of rural party members has a more democratic environment, and the realization of the rights of rural party members pays more attention to the system protection. The degree of participation of rural party members in inner-party affairs is further deepened. However, due to the influence and restriction of various factors in history and reality, the right to know, to participate, to vote and to supervise of rural Party members are still not in place when they are put into practice. The main reasons for the lack of implementation are that the traditional concepts and habits still exist, the structure of the rural party members is out of balance, the awareness of protecting the rights of the rural party members is not strong, the awareness of the rural party members and cadres is insufficient, and the implementation mechanism of the rights of the rural party members is not perfect. According to the shortcomings and reasons in the process of exercising the rights of rural party members, this paper puts forward the corresponding safeguard countermeasures, which are mainly to improve the political quality of rural party members, to cultivate the right consciousness of rural party members, to create a healthy inner-party environment. To ensure the realization of the rights of party members; to perfect the democratic system within the Party and to safeguard the rights of party members. It is hoped that these countermeasures will promote the exercise of the rights of rural party members and the further development of inner-party democracy.
