特派式、专门性、全程化的项目监督——项目制基层监督的地方创新及其实践逻辑

【摘要】：项目治国新常态下,项目基层治理中的权力监督困境迫切需要创新基层纪检监察工作的体制机制。为此,贵州省在地方探索实践中,创设并试推行民生项目监督特派组制度。实地研究和文献内容分析后发现,贵州民生项目监督特派组制度在制度设计及其实践逻辑中表现出特派式、专门性、全程化三个显著特征,即以乡镇为单元的特派式监督、以项目为载体的专门性监督、以执纪为导向的全程化监督。从制度创新的价值评判标准来看,贵州民生项目监督特派组制度基本符合合理性、合法性和现实性的要求。
[Abstract]:Under the new normal condition of running the country under the project, the predicament of power supervision in the project grass-roots governance urgently needs to innovate the system mechanism of the discipline inspection and supervision work at the grass-roots level. Therefore, Guizhou Province in the local exploration practice, the establishment and trial implementation of the people's livelihood project supervision special group system. Through field research and literature analysis, it is found that the system of Guizhou Minsheng Project Supervision and Special Group shows three remarkable characteristics in the system design and its practical logic, that is, the special supervision, which takes the township as the unit, and the whole process. Project as the carrier of the special supervision, discipline-oriented supervision of the whole process. Judging from the value evaluation standard of system innovation, the system of Guizhou Minsheng Project Supervision Special Group basically meets the requirements of rationality, legitimacy and reality.
