建国初期西南军政委员会经济建设举措研究

【摘要】：新中国建立之初,鉴于全国尚未全部解放、政治经济形势存在巨大差异,中央难以直接完成对地方省市的接管与领导,为了确保政令的统一和有力贯彻执行,中央决定在其与省之间设立大行政区。西南大区作为全国五大行政区之一,由西南军政委员会作为所辖省的上级行政机关进行统一管理。自1949年12月刘伯承任西南军政委员会主席开始筹建军政委员会至1953年6月中央决定撤销大区一级行政机构,在约四年多时间里,经历了西南解放与解放后的政权建设与经济恢复阶段。西南军政委员会贯彻执行中央各项方针政策,结合西南地区实际,取得了一系列成就,为西南大规模的社会主义改造创造了良好条件,为西南地区的建设打下了坚实的基础。本研究侧重于建国初期西南军政委员会的经济建设举措。首先是对这一时期的历史档案、相关文献进行考察,还原了1950年前后西南地区复杂的政治、经济形势。随后进一步梳理,总结出在这一新生政权刚刚成立,尚不稳定;经济百废待兴的背景下,西南军政委员会从组织、财政金融、农业、工商业及交通业等多个方面所采取的有效措施。再由这些具体举措,分析、提炼了西南军政委员会经济建设的特点:不是教条似地照搬马列主义词句,而是根据马列主义基本原理,实事求是,一切从实际出发、循序渐进、重点突出。通过进一步探讨在中华人民共和国建立后的稳定政权之际,西南地区通过经济手段,实现马克思主义普遍真理与中国革命具体实践相结合的这一实例,为当前我国经济建设,特别是区域经济建设提供宝贵经验。
[Abstract]:At the beginning of the founding of New China, in view of the fact that the whole country had not yet been completely liberated and the political and economic situation was greatly different, it was difficult for the Central Committee to directly complete the takeover and leadership of local provinces and cities. In order to ensure the unity of the government and the implementation of the decree, The central government has decided to establish a large administrative region between it and the province. As one of the five administrative regions in the country, the Southwest military and political Commission is under unified management as the administrative organ at the higher level of the province under its jurisdiction. Since Liu Bocheng became chairman of the Southwest military and political Commission in December 1949, the Central Committee decided in June 1953 to abolish the administrative organs at the regional level. For more than four years, It has experienced the stage of political power construction and economic recovery after the liberation of Southwest China. The Southwest military and political Commission has carried out all the central principles and policies, and has made a series of achievements in light of the reality of the southwest region, which has created favorable conditions for the large-scale socialist transformation in the southwest and laid a solid foundation for the construction of the southwest region. This study focuses on the economic construction measures of the Southwest military and political Commission in the early days of the founding of the people's Republic of China. First of all, the historical archives and related documents of this period were investigated and the complicated political and economic situation in southwest China was restored around 1950. Then it was further combed out, summing up that, under the background of the newly established and unstable new regime, the southwest military and government commission began to organize, finance, and agriculture, under the background of economic waste. Effective measures taken by the industrial, commercial and transport sectors. From these concrete measures, this paper analyzes and refines the characteristics of the economic construction of the Southwest military and political Commission: it is not a dogmatic copying of Marxism-Leninism, but based on the basic principles of Marxism-Leninism, seeking truth from facts, proceeding from reality and proceeding in a gradual and orderly manner. The key points are prominent. By further exploring the example of combining the universal truth of Marxism with the concrete practice of the Chinese revolution through economic means at the time of the establishment of the stable regime after the establishment of the people's Republic of China, this example will serve as an example for the current economic construction of our country. In particular, regional economic construction provides valuable experience.
