新型农村社区建设背景下基层干部队伍建设研究

【摘要】：缩小城乡差距,实现城乡基础卫生服务均等化成为当下的热点话题。为了响应政府的号召,各级基层组织积极筹划部署工作,责任到位。但是在具体的施政过程中出现了许多现实中的难题。究其原因,必须从以下几个方面施力:加强基层党员干部的业务能力和综合素质,使其以专业化的服务素质迎接基层工作中的各种“疑难杂症”;加强基层党员干部为民服务的思想意识形成和务实求真的工作作风的养成。作为带领基层人民群众走向共同富裕,实现全民小康战略的部署者和领军人,随着时代、社会格局的发展,要求我们基层党员干部身先士卒,身体力行,在工作中起带头作用,带领群众步入小康社会,其发挥着重要的作用。所以我们要积极推动基层工作者的各项能力的提升。本文以三汊港镇为例,研究新型农村社区建设中的干部建设问题,从公共管理视野,探讨了新时期加强农村基层干部队伍建设对策。通过文献研究、实地走访、问卷调查、理论与实际相结合的研究方法发现,三汊港镇农村基层干部队伍存在的农村基层干部结构不合理、农村基层干部综合素质不高、基层干部对农村社区的理念认识模糊、缺乏开展农村社区建设的思路、农村基层干部对上对下负责难协调等问题,并提出提高基层干部思想水平、创新规范管理机制、加强学习培训、培养储备优秀干部、改善基层干部经济和政治待遇、完善选人用人标准等对策。这些建议能为三汊港镇及其他地区农村基层干部建设提供有益的借鉴。
[Abstract]:Narrowing the gap between urban and rural areas and realizing the equalization of urban and rural basic health services has become a hot topic. In order to respond to the call of the government, grass-roots organizations at all levels actively plan and deploy their work and take full responsibility. However, in the specific process of governance, there are many practical problems. The reasons are as follows: strengthen the professional ability and comprehensive quality of the Party members and cadres at the grass-roots level, and make them meet all kinds of difficult and complicated problems in the grass-roots work with the specialized service quality; Strengthen the ideological formation of grassroots Party members and cadres to serve the people and the cultivation of pragmatic and truthful work style. As planners and military leaders who lead the grassroots people to common prosperity and realize the strategy of a well-off society for all, with the development of the times and social patterns, we grassroots party members and cadres are required to lead the way, practice themselves, and play a leading role in our work. Leading the masses into a well-off society, it is playing an important role. Therefore, we should actively promote the ability of grass-roots workers to enhance. Taking the town of Sancha Port as an example, this paper studies the problems of cadre construction in the construction of new rural community, and probes into the countermeasures of strengthening the construction of rural grassroots cadres in the new period from the perspective of public management. Through literature research, field visits, questionnaire surveys, theoretical and practical research methods, it is found that the rural grass-roots cadres' structure is unreasonable and the comprehensive quality of rural grassroots cadres is not high. Grass-roots cadres have a vague understanding of the concept of rural communities, lack of ideas for carrying out rural community construction, and rural grassroots cadres are difficult to coordinate between top and bottom, and propose to improve the ideological level of grass-roots cadres, and to innovate and standardize the management mechanism. Strengthen the study and training, train the excellent cadres, improve the economic and political treatment of the grassroots cadres, perfect the criteria of selecting and employing personnel and other countermeasures. These suggestions can provide useful reference for the construction of rural grassroots cadres in the three branching port towns and other areas.
