政治文明视野下反腐倡廉研究

【摘要】：马克思主义中国化进程中理论与现实差距透视出我国反腐败治理现实困境,中国共产党直面反腐倡廉现实困境作出反腐倡廉重大战略部署。本文以政治文明与反腐倡廉的关系为理论基础,以反腐倡廉治理路径为主要框架,对国内外反腐倡廉的实践及困境进行了客观分析,提出了政治文明视野下反腐倡廉实施平行治理的路径选择。强调我国实施反腐倡廉平行治理有利于推进反腐倡廉制度体系建构以及实现国家治理能力和治理体系现代化。第一部分论述选题背景和研究意义、研究方法,研究述评以及基本框架。第二部分论述政治文明与反腐倡廉内在关联性。在纵向视角和横向视角展开分析的基础上,提炼出政治文明与反腐倡廉关系实质。政治文明决定反腐倡廉方向和效能,反腐倡廉对于国家政治文明发展具有推进功能。第三部分分析当前我国反腐倡廉现实困境。在历史和现实场域中,反腐倡廉面临人性与制度冲突、传统伦理与制度伦理张力、公共空间与私人空间行为原则冲突、伦理认知与行为背离等现实困境。第四部分分析国外廉政经验启示。借鉴国外经验不是沿袭国外政治制度模式,而是从人性与制度视角、政府与市场关系视角、政府与公民视角、社会价值和伦理视角等方面梳理和分析国外廉政经验以及对我国反腐倡廉的启示。第五部分提出政治文明视野下我国反腐倡廉平行治理路径。反腐倡廉平行治理在制度文明和主体文明层面主要是权力主体实现平行制衡,权力主体与市场主体权力平衡,权力主体与监督主体之间权能平衡,政党主体与权力主体之间权力平衡；在权力主体行为文明层面主要是权力主体、市场主体和社会主体行为的平行治理；在意识文明层面主要是规避利益和价值冲突、道德和公私不分衍生腐败的意识,培育廉洁文化；在行为层面就是推进主体行为规范化和制度化平行治理。结束语是本文结论。我国反腐败平行治理是权力运作理念、社会层面行为习惯、社会思维方式和反腐倡廉原则。
[Abstract]:The gap between theory and reality in the process of Marxism Sinicization reveals the practical dilemma of anti-corruption governance in China, and the CPC makes a major strategic plan to combat corruption and advocate clean government directly in the face of the realistic dilemma of fighting corruption and advocating clean government. Based on the theoretical basis of the relationship between political civilization and anti-corruption, and the main framework of anti-corruption and anti-corruption governance, this paper makes an objective analysis of the practice and predicament of combating corruption and promoting honesty at home and abroad. Put forward the political civilization under the vision of anti-corruption implementation of parallel governance path choice. It is emphasized that the implementation of parallel governance against corruption and honesty in China is conducive to the construction of the system of anti-corruption and clean government and the modernization of national governance capacity and governance system. The first part discusses the background and significance of the topic, research methods, research review and basic framework. The second part discusses the inner relation between political civilization and anti-corruption. On the basis of vertical and horizontal analysis, the essence of the relationship between political civilization and anti-corruption is extracted. Political civilization determines the direction and efficiency of combating corruption and promoting honesty, which can promote the development of national political civilization. The third part analyzes the current situation of anti-corruption in China. In the field of history and reality, the struggle against corruption is confronted with the conflict between human nature and institution, the tension between traditional ethics and institutional ethics, the conflict between public space and private space, and the deviation between ethical cognition and behavior. The fourth part analyzes the enlightenment of foreign experience of clean government. To learn from foreign experience is not to follow the pattern of foreign political system, but from the perspective of human nature and system, the relationship between government and market, and the perspective of government and citizen. The social value and ethics angle of view are analyzed and analyzed the experience of the clean government abroad and the enlightenment to our country in the fight against corruption and promoting clean government. The fifth part puts forward the parallel governance path of our country's anti-corruption and advocating honesty under the vision of political civilization. In the level of system civilization and subject civilization, the parallel governance against corruption and advocating honesty mainly includes the parallel checks and balances between the power subjects, the power balance between the power subjects and the market subjects, and the power balance between the power subjects and the supervisory subjects. The balance of power between the party subject and the power subject, the parallel governance of the power subject, the market subject and the social subject behavior at the level of the behavior civilization of the power main body is mainly to avoid the conflict of interest and value in the level of consciousness civilization. Morality and public and private do not separate the consciousness of corruption, cultivate clean culture, in the behavior level is to promote the subject behavior standardization and institutionalization parallel governance. The conclusion is the conclusion of this paper. China's anti-corruption parallel governance is the concept of power operation, social behavior habits, social thinking mode and anti-corruption principle.
