[Abstract]:The third Plenary session of the 18th CPC Central Committee proposed to handle the relationship between the government and the market so that the market can play a decisive role in the allocation of resources. In order to do a good job of this reform, the government needs to delegate power to the market in large quantities, and the Futian District Administrative Service "zero charge" reform. It is one of the important measures to change the government's excessive intervention in the market and interfere with the society. First, the zero-charge reform is a crippling reform that has turned the government's past struggles with the people into giving up profits for the people. Secondly, the reform of "zero charge" will be of great importance to the future administrative behavior of the government, especially to curb the interests of government departments.
