抗日根据地的参议会与政治整合——以陕甘宁边区为中心

【摘要】：抗战初期,陕甘宁边区在争取自治正当性的同时,在政治整合与抗战动员上也面临着诸多难题。在排除这些障碍的过程中,陕甘宁边区各级参议会起到了不可忽视的作用。陕甘宁边区通过各级参议员选举和参议会活动,加深了一般民众对根据地政权的感情,提升了他们的抗战热情。通过"三三制"参议会的设计和实践,制约原地方精英对根据地政权认同的障碍被清除。他们被有效地整合入政权内,对根据地政权的巩固、建设以及支持敌后抗战起到重要的作用。
[Abstract]:At the beginning of the anti-Japanese war, the Shaanxi-Kansu-Ningsia Border region, while striving for the legitimacy of autonomy, also faced many difficulties in political integration and mobilization of the War of Resistance against Japan. In the process of removing these obstacles, the Senate at all levels in the Shaanxi-Kansu-Ningsia Border region played an important role. The Shensi-Kansu-Ningsia Border region deepened the feelings of the general public towards the political power in the base area through the election of senators at all levels and the activities of the Senate, and enhanced their enthusiasm for the War of Resistance against Japan. Through the design and practice of the "three-three system" Senate, the obstacles restricting the recognition of the local elite to the regime in the base area were removed. They were effectively integrated into the regime, and played an important role in consolidating, building and supporting the war behind the enemy.
