城市基层党建与社会治理创新的互动关系研究

【摘要】：正黄意武、李露在《中州学刊》2017年第10期撰文指出,城市结构的变化迫切需要基层社会治理创新,党建可以引领社会治理创新的发展方向、内容和路径,并与其形成良性互动关系。目前,城市基层党建面临着职责定位不准、有效运行机制缺乏、群众参与不强、职能发挥较难等问题。探索从严落实基层党建、创新社会治理运行方式、有效解决群众需求的路径,有助于从体制上解决基层党建的现实困境,有效发挥城市基层党建引领方向、服务群众和促进发展的多重功效。
[Abstract]:Zheng Huang Yiwu and Li Lu, who wrote in the 10th issue of Zhongzhou academic Journal in 2017, pointed out that the change of urban structure urgently needs grassroots social governance innovation, and the party building can lead the development direction, content and path of social governance innovation. And form a benign interactive relationship with it. At present, the urban grass-roots party building is faced with problems such as the uncertainty of the position of responsibility, the lack of effective operation mechanism, the weak participation of the masses, and the difficulty of giving full play to its functions. Exploring the path of strict implementation of grass-roots party building, innovating the way of social governance and operation, and effectively solving the needs of the masses will help to solve the practical predicament of grass-roots party building from the system and give full play to the leading direction of urban grass-roots party building. The multiple effects of serving the masses and promoting development.
