古冶区纪检监察深化“三转”研究

【摘要】：党的十八届二中全会通过了《中共中央关于全面深化改革若干重大问题的决定》,中央提出了以职能转变为核心,改进工作方式,转变工作作风的“三转”要求。古冶区通过对内设机构进行调整、清理议事协调机构、派驻党风廉政建设督察组等形式,克服错位越位,加强执纪办案力量,在“三转”中取得了一些成绩。同时,随着党风廉政建设和反腐败的推进,当前深化“三转”方面仍有诸多不足,比如:落实“两个责任”仍有欠缺和短板;当前机构设置与形势任务不相适应;纪检组和纪工委发挥作用不突出;咬耳扯袖、红脸出汗不够,“四种形态”还没有真正形成;监督执纪手段相对落后,与新形势、新要求不适应;纪检监察干部队伍能力素质参差不齐,仍有差距等。本研究以古冶区为研究对象,梳理总结古冶区“三转”以来工作经验,并采取问卷调查、走访座谈、数据分析等方法,结合党风廉政建设和反腐败重点工作客观数据,主要对职能转变不到位、监督方式落后、履职水平不足三方面问题进行研究分析。继而结合当前纪检监察工作的新形势和新背景,以及党风廉政建设和反腐败工作的规律,提出了古冶区纪检监察工作深化“三转”,“围绕‘两个责任’,深化职能转变”、“明晰工作理念,深化方式转变”、“强化自身建设,深化作风转变”三个方面的对策和建议。
[Abstract]:At the second Plenary session of the 18th CPC Central Committee, the CPC Central Committee adopted the decision of the CPC Central Committee on some important issues in deepening the Reform in an all-round way, and the Central Committee put forward the "three-turn" requirement of taking the transformation of functions as the core, improving the working style and changing the working style. Guye District has made some achievements in the "three turns" by adjusting the internal organizations, cleaning up the deliberative coordination bodies, setting up the supervision and inspection group for the construction of the party style and clean government, overcoming the dislocation and offside, and strengthening the strength of handling cases in accordance with discipline. At the same time, with the construction of a clean and honest party style and the promotion of anti-corruption, there are still many deficiencies in deepening the "three turns", such as: the implementation of the "two responsibilities" is still deficient and weak; the current institutional setting is not compatible with the task of the situation; Discipline inspection teams and discipline inspection commissions do not play a prominent role; biting ears and pulling sleeves, blushing faces and sweating are not enough; "four forms" have not really been formed; supervision means of discipline enforcement are relatively backward, which are not adapted to the new situation and new requirements; Discipline inspection and supervision cadre ranks ability quality is uneven, still has the gap and so on. This research takes Guye district as the research object, combs and summarizes the work experience since the "three turns" of the Guye district, and adopts the methods of questionnaire investigation, interview discussion, data analysis and so on, and combines the objective data of the construction of the party style and the clean government and the key work of the anti-corruption work. Mainly to the function transformation is not in place, the supervision way backwardness, the performance level is insufficient three aspects to carry on the research analysis. Then, in the light of the new situation and background of the current discipline inspection and supervision work, as well as the laws governing the construction of the party style and clean government and the anti-corruption work, this paper puts forward that the discipline inspection and supervision work in Guye District deepens the "three turns" and "deepens the transformation of its functions around the 'two responsibilities'". The countermeasures and suggestions of "clarifying the working idea, deepening the transformation of mode", "strengthening the construction of oneself and deepening the transformation of style of work".
