全面从严治党视域下大学生党员发展管理创新研究

【摘要】：近年来,各高校党委认真贯彻执行党中央文件精神,积极加强对广大青年学生的引导和培养,使得青年学生无论是在理论知识上还是在实际行动上都有了很大的提升,积极向党组织靠拢,越来越多的青年学生主动加入中国共产党的队伍,为党组织注入了新鲜的血液。高校党员发展管理工作取得了斐然的成绩。但是由于新时期国际形势风云变幻、国内社会转型升级以及信息网络的普及,高校学生呈现出价值多元化和信仰自由化的倾向,给高校党员发展管理工作带来了一定的压力。习近平总书记在全国高校思想政治工作会议上强调,要加强高校党的基层组织建设,创新体制机制,改进工作方式,提高党的基层组织做思想政治工作能力,要做好在高校教师和学生中发展党员工作,加强党员队伍教育管理,使每个师生党员都做到在党爱党、在党言党、在党为党。党的十八大以来,面对纷繁复杂的世情国情和党情,落实党要管党、从严治党的责任比先前任何时期都更为紧迫和艰难,“两个一百年”的奋斗目标和实现中华民族伟大复兴的“中国梦”蓝图已经绘就,办好中国的事情,关键在党,必须时刻保持党的先进性和纯洁性,党所肩负的历史使命,要求“治国必先治党,治党务必从严”。学生党员既是青年学生中的先进分子,又是我们党的重要组成部分和未来领导干部的重要来源,是社会主义事业未来的建设者和实现中国梦的生力军。他们是否有坚定的政治信仰,是否有较高的理论知识水平,是否做到以党员标准严格要求自己,是否发挥党员带头模范作用,是否具有先进性和创造性将直接影响到我们党的事业和国家的繁荣昌盛与长治久安。因此,做好高校大学生党员发展管理工作,把好中国共产党注入新鲜血液的第一道关口,既是高校思想政治工作的必然要求,也是推进党的伟大事业和国家长治久安的重要保障。根据本研究的实证调查发现:由于受到全球化的冲击、社会转型的矛盾、信息网络的碰撞等社会环境因素和发展理念不科学、发展机制不完善、党员教育不合理、党员管理不到位、监督机制不健全等高校党建因素以及家庭个体因素的影响,在新时期高校学生党员发展管理工作中存在着思想要求不严格、入党选拔不严密、教育实践不严实、党内生活不严肃和监督考核不严明等问题,严重影响了大学生党员的整体素质。在此基础上,提出对大学生党员开展从严选拔,精准发展标准;从严教育,夯实发展基础;从严管理,严肃党内生活;从严监督,确保严实发展等坚持党要管党、从严治党新常态下发展管理大学生党员的重要举措。
[Abstract]:In recent years, the party committees of colleges and universities have conscientiously implemented the spirit of the documents of the CPC Central Committee and actively strengthened the guidance and training of the vast number of young students, so that young students have greatly improved their theoretical knowledge and practical actions. Actively moving closer to the party organization, more and more young students have taken the initiative to join the ranks of the Communist Party of China, which has injected fresh blood into the party organization. Great achievements have been made in the development and management of party members in colleges and universities. However, due to the changing international situation, the transformation and upgrading of domestic society and the popularization of information network, college students show the tendency of value diversification and belief liberalization, which brings some pressure to the development and management of party members in colleges and universities. General Secretary Xi Jinping stressed at the National Conference on ideological and political work in Colleges and Universities that it is necessary to strengthen the construction of party grass-roots organizations in colleges and universities, innovate institutional mechanisms, improve working methods, and improve the Party's ability to do ideological and political work at the grass-roots level. It is necessary to do a good job in developing party members among teachers and students in colleges and universities, strengthen the education and management of party members, so that every member of teachers and students can love the party, speak about the party, and serve the party in the party. Since the 18th National Congress of the Communist Party of China (CPC), in the face of numerous and complicated world conditions and party conditions, the implementation of the Party's responsibility to manage the Party and strictly govern the Party has been more urgent and difficult than at any previous period. The goal of "two hundred years" and the blueprint of "Chinese Dream" to realize the great rejuvenation of the Chinese nation have been drawn up. The key to doing a good job in China lies in the party, which must always maintain the advanced nature and purity of the party, and the historical mission shouldered by the party. It is required that "the rule of the country must be governed first, and the rule of the party must be strict." Student Party members are not only advanced elements among young students, but also an important part of our party and an important source of future leading cadres. They are the future constructors of the socialist cause and the new force to realize Chinese Dream. Whether they have a firm political belief, whether they have a high level of theoretical knowledge, whether they can strictly require themselves according to the standards of party members, and whether they give full play to the exemplary role of party members in taking the lead. Whether advanced and creative will directly affect the cause of our party and the prosperity and long-term stability of our country. Therefore, to do a good job in the development and management of college student party members and to inject the Communist Party of China into the first pass of fresh blood is not only the inevitable requirement of ideological and political work in colleges and universities. It is also an important guarantee for promoting the great cause of the Party and the long-term stability of the country. According to the empirical investigation of this study, it is found that due to the impact of globalization, the contradiction of social transformation, the collision of information network and other social environmental factors and development ideas are not scientific, the development mechanism is not perfect, and the education of party members is unreasonable. The influence of party building factors and family individual factors, such as inadequate management of party members and imperfect supervision mechanism, exists in the development and management of student party members in colleges and universities in the new period, and the selection of Party members is not strict. The problems of not strict educational practice, not serious inner-party life and not strict supervision and examination have seriously affected the overall quality of college student party members. On this basis, this paper puts forward the standard of strict selection and accurate development of college student party members, strict education, tamping the foundation of development, strict management and serious inner-party life. Strict supervision to ensure strict development and other important measures to insist that the party should be in charge of the party and to develop and manage college student party members under the new normal state of the party.
