African Leadership to Democratic Governance:Increasing Women

本研究由以下内容构成。第一部分,引言概述了战略的含义、种类,以及这些战略在推进非洲各国妇女参与决策方面的价值；列举了主要的国际和地区文件,这些文件被用来促使联合政府承认妇女的政治权利。通过这些文件可以发现,在当代,非洲妇女运动的要求和全球妇女运动的要求具有一致性；但与此同时,在某些地区,某些方面,妇女参与决策的民主化现状,也对遵守和执行相关国际公约构成了挑战。在第二部分,本研究首先以妇女职业冲突为例,说明了妇女往往既是一些暴力冲突的发起者,也是受害者。尽管这类冲突在非洲已经少见,但有时还是会出乎意料地发生,目的就是要改变女性在社会生活中的地位。在展示性别冲突的现状之后,本文也论述了如何建构、维护与发展和谐的性别关系。尽管这个问题在国际上已经受到越来越多的关注,就像联合国第1325号决议所表明的一样,但是,本研究也发现,在非洲,妇女在社会转型和民主化过程中依然面临着许多挑战。第三部分,本研究仔细列举和分析了那些已被用在妇女运动中向民主化过渡的实用策略；分析了支持和反对增加妇女选举权与被选举权的选举制度,分析了这方面采取不同战略的效果。并建议非洲各国根据自己的情况,适当增加妇女代表的配额。...
