从“黄金大米”事件到西方伦理委员会制度建设的思考

【摘要】："黄金大米"大米事件已逐渐淡出公众的视野,但是对"黄金大米"事件的思考和反思却不能停止,这一事件在我国发生是一个偶然事件还是一个必然事件,仍然是我们必须关注和研究的重点。考察西方主要发达国家在食品、药品领域进行科学研究、科学试验的伦理制度建设现状及其法制化进程,能够为我国在这一领域的伦理制度建设、发展以及法制化建设提供经验和借鉴,使我国在这一领域的管理工作能够充分保障公众食品药品安全,与这一领域的国际管理制度接轨。而这一系列制度建设的核心就是建立我国的《生命伦理法》,使伦理委员会在法律框架下实践这一领域的伦理审查,对违法者追究法律责任,真正做到对受试者和公众的保护。
[Abstract]:The "golden rice" rice event has gradually faded out of public view, but the reflection and reflection on the "golden rice" incident cannot be stopped. It is an accident or an inevitable event that happened in our country. It is still the focus that we must pay attention to and study. The current situation and legalization process of the ethical system construction and legalization of the major western developed countries in the field of food and medicine are investigated. It can provide experience and reference for the construction, development and legalization of ethics system in this field, so that our management in this field can fully protect the safety of public food and drugs. The core of this series of system construction is to establish the "Life Ethics Law" of our country, so that the ethics committee can practice the ethical review in this field under the legal framework. Investigate the legal responsibility of violators and protect the subjects and the public.
