【摘要】：随着网络舆论监督的不断发展，广大民众通过网络平台表达民意，并参与到权力监督和民主建设中。“民主”最直观地反应就是，民众的民意问政。近年来，我国政府也在不断地通过各种措施进行政府体制改革，，从而构建有中国特色的社会主义和谐社会。网络舆论与权力伦理构建研究是一个全新的社会话题。广大民众通过网络舆论监督，对社会现象、政府权力机关进行监督。这样一方面民众争取了自己的权力，另一方面民众也在限制着政府的权力。这也在最大程度上彰显了我国民众的民主权力。随着广大民众对民主权力的认识，那么权力、权力伦理以及权力伦理的价值观构建也逐渐受到社会各界和广大民众的重视。在当今这个网络舆论监督的社会下，民众通过网络平台知晓社会现象和了解政府工作流程，并参与到国家政治体制建设当中。这也就促使我国要建立健全一套，适应我国国情的权力伦理价值观。实践是检验真理的唯一标准，我们对权力伦理的构建，实际上就是为了能更好的构建有中国特设的社会主义国家。本文的创新点主要是，通过辩证法和案例分析法，宏观的将网络舆论与权力伦理构建有机地融合在一起。理论与实际并存，从马克思主义思想入手，试探并论证权力伦理构建，是否能为我国政治体制发展带来可喜的变化，和对未来社会发展的展望。网络舆论监督和民主权力是近年来兴起的社会现象，随着社会的不断进步发展，广大民众对权力伦理的认识度也逐步提高。如何正确使用网络舆论监督，如何保障民主权力，如何在网络舆论监督下对权力伦理价值观进行构建，本论文会有一个大致的阐述和论述。
[Abstract]:With the continuous development of network public opinion supervision, the masses express public opinion through the network platform, and participate in the power supervision and democratic construction. Our government is constantly carrying out government system reform through various measures so as to build a harmonious socialist society with Chinese characteristics. The research on the construction of network public opinion and power ethics is a new social topic. On the one hand, the people are fighting for their own power. On the other hand, the people are also restricting the power of the government. This also shows the democratic power of the people in our country to the greatest extent. The construction of power ethics and the values of power ethics has been gradually paid attention to by all walks of life and the general public. Through the network platform, people know the social phenomenon and government work flow, and participate in the construction of national political system, which also urges our country to establish a sound set. Practice is the only criterion to test the truth. In fact, our construction of power ethics is in order to build a special socialist country with China. The innovation of this paper is that, through dialectics and case analysis, the macro network public opinion and power ethics construction are organically integrated together. Theory and practice coexist, starting from the Marxist thought. Whether the construction of power ethics can bring gratifying changes to the development of our country's political system and the prospect of social development in the future. Network public opinion supervision and democratic power is a social phenomenon rising in recent years. With the continuous development of society, the general public's understanding of power ethics is gradually improved. How to use network public opinion supervision correctly. How to protect democratic power, how to construct the ethical values of power under the supervision of network public opinion, this paper will have a general elaboration and discussion.
