论生态公民的伦理精神

【摘要】：20世纪中叶以来,生态环境问题逐渐进入人们的视野,成为全球共识性的热点问题。环境严重污染、资源日渐枯竭、生态系统日渐失衡,这些问题的出现,表明人类与自然的矛盾冲突日益尖锐。近年来,国际上很多学者认为仅依靠技术治理是不可能从根本上解决生态问题的,人的因素才是解决生态问题的关键所在。因此,西方学术界一直以来都致力于生态公民理论的研究。概括来说,生态公民是指具有生态文明意识和生态伦理美德并自觉将其付诸实践的新型公民。本文首先从生态公民培育对生态文明建设的影响作用入手,提出培育生态公民是建设生态文明的必然要求,生态文明建设呼唤生态公民的培育。生态公民作为主体基础,是生态文明建设的权利主体、道德主体和实践主体。其次,阐述了生态公民的基本规定性及其伦理精神。其基本规定性是遵循生态规律之真、追求生态伦理之善、探寻生态自然之美;其伦理精神实质是实现人与自然的和谐统一;其具体表征为尊重生命、善待自然、环境责任和生态公正。再次,从现实发展状况来看,生态公民的伦理精神存在缺失现象,表现为漠视生命、破坏自然、消费异化三个方面。究其原因,可以从主观和客观两个方面来分析,主观方面主要是指环境保护意识淡薄、生态道德思想滑坡、消费理念存在误区等,客观方面主要是指环境教育发展滞后、法律法规不健全、环保组织缺位等。最后,立足为我国生态文明建设提供合格主体形态的目标,从宣传引导、环境教育、合理消费、环保参与和法制保障等方面探索生态公民伦理精神的培育路径。
[Abstract]:Since the middle of 20th century, ecological and environmental problems have gradually come into people's view and become a global consensus hot issue. Serious environmental pollution, resource depletion, ecosystem imbalance, these problems appear. In recent years, many scholars in the world believe that it is impossible to fundamentally solve ecological problems by relying on technology governance alone. The human factor is the key to solve the ecological problem. Therefore, the western academic circles have been devoting themselves to the study of ecological citizenship theory. Ecological citizen is a new type of citizen who has ecological civilization consciousness and ecological ethics virtue and puts it into practice consciously. Firstly, this paper starts with the influence of ecological citizen cultivation on ecological civilization construction. It is proposed that the cultivation of ecological citizens is the inevitable requirement of the construction of ecological civilization, and the construction of ecological civilization calls for the cultivation of ecological citizens. Ecological citizens as the main basis is the right subject of the construction of ecological civilization. Secondly, it expounds the basic regulation and ethical spirit of ecological citizen, which is to follow the truth of ecological law, pursue the good of ecological ethics and explore the beauty of ecological nature. The essence of its ethical spirit is to realize the harmony and unity between man and nature. It is characterized by respect for life, kindness to nature, environmental responsibility and ecological justice. Thirdly, from the point of view of the development of reality, the ethical spirit of ecological citizens is missing phenomenon, which shows that they ignore life and destroy nature. The reason of consumption alienation can be analyzed from the subjective and objective aspects. The subjective aspect mainly refers to the weak consciousness of environmental protection, the decline of ecological moral thought, the misunderstanding of consumption concept and so on. The objective aspect mainly refers to the lagging development of environmental education, imperfect laws and regulations, absence of environmental organizations, etc. Finally, based on the objective of providing qualified subject form for the construction of ecological civilization in China, from the propaganda guidance, environmental education. Rational consumption, environmental protection participation and legal system guarantee to explore the cultivation path of ecological citizen ethical spirit.
