环境悬崖危机倒逼生态文明建设新契机

【摘要】：中国学者提出了"环境悬崖"的新概念,用它来说明中国生态环境面临的危险状况。"环境悬崖"引发了生态文明建设的新变化。首先,它将迫使人们在经济发展与环境保护关系上来一场"哥白尼革命",由"经济增长至上"转变到"生态环保优先"。思维方式的转变必将导致发展范式的嬗变。宁要绿水青山,不要金山银山,绿水青山就是金山银山的思想深刻诠释了经济和环境关系上的"哥白尼革命"。其次,它将把人们从唯GDP崇拜的疯魔中唤醒,对GDP的"生态启蒙"有了新认识。"生态启蒙"意味着人类生态环保意识苏醒、倡导生态理性的观念解放行动。它从生态学角度重新审视GDP,确立"良好的生态环境本身就是生产力","保护生态环境就是保护生产力,改善生态环境就是发展生产力"的"绿色GDP"理念。再次,它将促使发展观产生新变化。人们更注重发展的质量,更垂青发展方式的嬗变,更渴望发展对民生的呵护。最后,它将促使人们对环境保护的期待和诉求有新提高。人们从"求温饱"、"求生存"转向"求环保"、"求生态",美好的生态环境是大家都受益的公共产品,是最公平、最普惠的大众福祉。
[Abstract]:Chinese scholars have put forward a new concept of "environmental cliff", which is used to explain the dangerous situation of China's ecological environment. The "environmental cliff" has caused new changes in the construction of ecological civilization. It will force people to have a "Copernican Revolution" in the relationship between economic development and environmental protection, from "economic growth first" to "ecological environmental protection priority." the change of thinking mode will inevitably lead to the evolution of the development paradigm. Not Jinshan Silver Mountain, Green Water Castle Peak is Jinshan Silver Mountain the thought of Jinshan Silver Mountain profoundly interprets the "Copernican Revolution" in the relationship between economy and environment. Secondly, it will awaken people from the mad demons worshipped only by GDP. We have a new understanding of GDP's "ecological enlightenment". "ecological enlightenment" means that human beings' consciousness of ecological environmental protection is awakened. It reexamines GDPs from an ecological point of view, and establishes that "good ecological environment itself is productivity", "protecting ecological environment is protecting productivity," Improving the ecological environment is the concept of "green GDP" for developing productive forces. Thirdly, it will promote a new change in the concept of development. People pay more attention to the quality of development, the evolution of the way of development, and the care of development for the people's livelihood. Finally, It will encourage people to raise their expectations and demands for environmental protection. People will change from "food and clothing", "survival" to "environmental protection" and "ecology". A beautiful ecological environment is a public product that benefits everyone and is the fairest. The most inclusive public welfare.
