论贫困的道德风险及其治理

【摘要】：正贫困与道德风险的关系关于贫困问题,目前的研究主要遵循的是"从低收入到复杂的经济层面再到更广泛意义上的社会层面"这样一种思路来展开。笔者以为,贫困和以下几个方面具有紧密联系:第一,贫困一般与收入来源缺乏、生活必需品匮乏、生活质量低下等不利因素相关,它们涉及的是收入、财产、文化、身体健康、精神状况等多种因素;第二,贫困是人类基本生存的最少要求,这与社会排斥、机会被剥夺以及发展能力有关,其实质是自由权利和发展能力的缺
[Abstract]:On the relationship between Poverty and moral Hazard the current study mainly follows the idea of "from low income to complex economic level to social aspect in a wider sense".The author believes that poverty is closely related to the following aspects: first, poverty is generally related to the lack of sources of income, the scarcity of necessities, the low quality of life and other adverse factors, which involve income, property, culture, etc.Second, poverty is the minimum requirement for the basic survival of mankind, which is related to social exclusion, deprivation of opportunity and the ability to develop, which is essentially the lack of the right to freedom and the ability to develop.
