伦理视角下的食品安全问题研究

【摘要】：中华五千年的悠久历史中,饮食作为人们日常生活中不可或缺的一部分,总是成为人们茶余饭后的谈资。随着人类健康意识的不断增强,人们对自己日常生活中的饮食健康越发关注,但是伴随科技的日新月异,我们的饮食健康状况却每况愈下,一提起食品安全问题,民众犹如谈虎色变。小到路边快餐中毒、学校学生中毒,大到轰动全国的“三氯氰胺”毒奶粉、“苏丹红”染色剂,再到在畜禽养殖中使用人类使用的抗生素等,有毒食品正严重威胁着百姓们的健康生活和工作。作为民之根本的食品安全问题,也是党和政府关注的焦点问题。政府不断的从法律制度完善和法律的监督实施中,加强对食品安全问题的监督打击力度,重树健康中国、平安中国的理念。本文主要采用文献法、案例分析法、比较法进行研究。从食品安全概念的界定入手,明确研究的问题和范围,阐明研究食品安全的伦理意义。在国内外对食品安全问题的各种研究的基础上,从制度体系建设、法律法规设置、社会道德等归纳总结了国内食品安全问题发生的主要原因,阐述了论文选题的目的和意义。并就制度体系建设、法律法规设置、社会道德建设等主要原因入手,从政府、社会、企业和消费者四方面提出合理的食品安全问题的伦理对策。从制定相关法律法规、加强对食品生产者的伦理责任教育,健全食品安全监督机制,建立伦理问责机制等着手,提出解决当下突出的食品安全问题对策,希冀通过全社会的共同努力,维护食品安全生产的经营秩序和营造健康的企业文化氛围,为和谐社会的建设保驾护航。
[Abstract]:In China's long history of five thousand years, diet, as an indispensable part of people's daily life, has always become a conversation after a meal.With the increasing awareness of human health, people pay more and more attention to the diet health in their daily life, but with the rapid development of science and technology, our diet health condition is getting worse and worse.People are like talking and changing.From roadside fast food poisoning, school students poisoning, to the national sensation of "trichlorocyanamide" tainted milk powder, "Sudan red" dye, to the use of antibiotics used in livestock and poultry breeding, etc.Toxic food is a serious threat to people's healthy life and work.As the fundamental issue of food safety, it is also the focus of attention of the Party and the government.In the process of perfecting the legal system and supervising the implementation of the law, the government has strengthened the supervision and crackdown on food safety issues, and reestablished the concept of healthy China and peaceful China.This article mainly uses the literature method, the case analysis method, the comparison method carries on the research.Starting with the definition of the concept of food safety, this paper clarifies the problems and scope of the research, and clarifies the ethical significance of the study of food safety.On the basis of various researches on food safety at home and abroad, this paper summarizes the main causes of food safety problems in China from the aspects of system construction, laws and regulations setting, social morality, and expounds the purpose and significance of this paper.Based on the main reasons of system construction, law and regulation setting and social moral construction, this paper puts forward the reasonable ethical countermeasures of food safety from four aspects: government, society, enterprise and consumer.Starting with the establishment of relevant laws and regulations, strengthening the education on the ethical responsibility of food producers, perfecting the food safety supervision mechanism and establishing the ethical accountability mechanism, the countermeasures to solve the outstanding food safety problems are put forward.It is hoped that through the joint efforts of the whole society, we can maintain the management order of food safety production and create a healthy corporate culture atmosphere, and ensure the construction of a harmonious society.
