大数据时代个人信息保护的伦理问题研究

【摘要】：人类已经进入了大数据时代。伴随飞速发展的计算机技术、云端存储技术和互联网技术的交叉使用,大数据正以惊人的力量推动着时代的转型,海量数据背后蕴含的巨大价值被逐渐挖掘出来,通过渗透商业、医疗、教育、经济、人文等方方面面,深刻地改变着人们思考方式和行为方式。大数据时代的到来给人们的社会生活带来无以伦比的便利,但便利的代价是需要人们先行释放诸多有关个人隐私/隐秘的大量信息,人类不断产生和存储的信息越来越多,加上信息技术和网络技术的快速发展,量变引起质变,海量信息的累积最终引起了信息形态的变化,于是大数据的到来也引发了一系列伦理问题。本文立足大数据时代个人信息保护的伦理问题,侧重于研究大数据时代个人信息安全保护的伦理问题生成与表现形态、背后的根源及治理对策,全文由五大部分构成:第一部分从大数据时代背景出发,通过对国内外有关大数据的相关哲学研究思想和研究成果进行总结梳理,介绍了本文的研究思路和所采用的研究方法;第二部分从对大数据的界定着手,讨论大数据内涵与特征,着重介绍大数据的技术工具和应用处理程序;第三部分围绕大数据时代个人信息安全保护的伦理问题生成与表现形态,主要阐述了大数据时代个人信息安全保护伦理问题的显现及演化过程,分析了其中的危害并列举了个人信息保护伦理中的突出问题;第四部分重点分析大数据应用中个人信息保护伦理问题的产生的根源,其中既有使用者个体道德观念沦丧的原因,也有整个社会道德规范滞后于大数据技术发展的原因,同时也有国家公权力监管力度不足的成分。第五部分根据前文的介绍和阐述,提出了解决大数据时代个人信息保护伦理问题的相关对策建议。指出要加强大数据使用主体的道德建设、提升维护个人信息保护伦理道德的技术手段和提高自我保护意识,升级个人信息加密技术等。
[Abstract]:Humans have entered the big data era. With the rapid development of computer technology, cloud storage technology and Internet technology cross use, big data is pushing the transformation of the era with amazing power, the huge value behind the massive data is gradually excavated. Through the infiltration of business, medical care, education, economy, humanities and other aspects, profoundly change the way people think and behave. The advent of the big data era has brought unparalleled convenience to people's social life, but the cost of convenience is that people need to release a lot of information about personal privacy / privacy in advance, and more information is produced and stored by human beings. With the rapid development of information technology and network technology, the quantity change causes the qualitative change, the massive information accumulation finally causes the change of the information form, so the arrival of big data also causes a series of ethical problems. Based on the ethical issues of personal information protection in the big data era, this paper focuses on the formation and manifestation of the ethical issues of personal information security protection in the big data era, as well as the root causes and governance countermeasures. The paper is composed of five parts: the first part is based on the background of big data, through the summary of the domestic and foreign philosophy research ideas and research results about big data, introduced the research ideas and research methods adopted in this paper; The second part begins with the definition of big data, discusses the connotation and characteristics of big data, and emphatically introduces the technical tools and application procedures of big data; The third part mainly expounds the emergence and evolution of personal information security protection ethical issues in the big data era around the generation and manifestation of the ethical issues of personal information security protection in the big data era. This paper analyzes the harm and enumerates the prominent problems in the personal information protection ethics. The fourth part focuses on the origin of the personal information protection ethics problems in the application of big data, including the reasons for the loss of the personal moral concepts of the users. There is also the reason that the whole social ethics lags behind the development of big data technology, and there is also the element of insufficient supervision of the state public power. In the fifth part, according to the introduction and exposition above, the author puts forward the relevant countermeasures and suggestions to solve the ethical problems of personal information protection in the big data era. It is pointed out that the moral construction of big data users should be strengthened, the technical means of personal information protection ethics should be improved, the consciousness of self-protection should be raised, and the personal information encryption technology should be upgraded.
