全球气候正义与平等发展权

【摘要】：保护全球气候安全的道德命令使得当代人类面临着环境与发展之间的两难困境:有限的环境空间无法支撑所有国家继续沿着高碳排放的模式继续发展自己。如何公平分配有限的全球排放空间成为一个紧迫的全球性问题。一个正义的全球排放分配方案必须要处理好环境权、生存排放权以及发展权三者的关系。基于生存排放和奢侈排放在道德上的不同分量,我们应该赋予发展中国家的生存排放权以优先性;而基于平等的要求,我们应该在保证全球环境安全的限度内优先赋予发展中国家发展权。要实现这样的道德诉求,发达国家就必须首先大幅度减少温室气体的排放,从而留下充足的排放空间来满足发展中国家的基于平等发展的排放要求。文章试图在保护地球安全与实现全球发展正义的双重道德命令下,为发展中国家的平等发展权进行道德辩护。
[Abstract]:The moral imperative to protect global climate security poses a dilemma between the environment and development: limited environmental space cannot sustain all countries to continue to develop themselves along the high carbon emission model. How to distribute the limited global emission space equitably becomes an urgent global problem. A just global emission allocation scheme must deal well with the relationships among environmental rights, emissions rights for survival and development rights. Given the moral weight of subsistence emissions and extravagant emissions, we should give priority to developing countries' rights to subsistence emissions; and based on the requirement of equality, We should give priority to the right to development of developing countries within the limits of ensuring global environmental security. In order to achieve such a moral demand, developed countries must first reduce their greenhouse gas emissions by a large margin, thus leaving enough room for developing countries to meet their emissions requirements based on equitable development. Under the double moral command of protecting the security of the earth and realizing the justice of global development, this paper attempts to defend the moral defense of the equal right to development of the developing countries.
