挑战与选择:会聚技术立法的伦理反思

【摘要】：正会聚技术(NBIC)作为主导21世纪技术革命的新兴技术群,将揭开人类技术发展历史的新篇章,产生比以往任何一次技术革命都更为广泛而深远的影响,也必将给人类法律秩序带来前所未有的难题与挑战,我们不能无视,必须主动应对。一"会聚技术"是指由纳米技术、生物技术、信息技术和认知科学这四大科技前沿领域经重组后形成的一个全新的技术领域。2002年美国商务部和国家科学基金会发表的《会聚技术报告》中提出:以上四大技术潜力巨大,如果两者融合、三者集聚或四者集成,其效能难以估量。正如信息技术推动人类进
[Abstract]:As a new technology group leading the technological revolution in the 21st century, NBIC will open a new chapter in the history of human technological development and have a more extensive and far-reaching impact than any previous technological revolution. It will also bring unprecedented problems and challenges to the legal order of mankind. We must take the initiative to deal with them. The term "convergence technology" refers to nanotechnology, biotechnology, Information technology and cognitive science, the four leading fields of science and technology, have been reorganized to form a new technological field. In 2002, the United States Department of Commerce and the National Science Foundation published the "Convergence Technology report", which states: the four major technologies have great potential. If the two fusion, the three or the integration of the four, its effectiveness is difficult to measure. Just as information technology drives human progress.
