生态伦理视域下农村污染治理的思考

【摘要】：随着经济社会的发展和农村形势的不断变化,农村环境污染问题越来越严重,农村生态环境在不断恶化,已严重影响农村经济社会的发展和农村居民的生活质量。怎样才能有效地治理农村污染,怎样才能从制度上去约束,怎样从伦理层面上去教育和引导,正是本文的研究重点。本文对生态伦理的基本概况进行介绍,简要地阐述了生态伦理的含义和特征,人与自然生态的道德伦理关系以及生态环境对人类生产和生活的影响。同时对农村污染进行了概述,对现阶段农村污染类型多、污染负荷大、面源污染严重加以分析和说明,详细论述了农村污染治理给人类生产、生活带来的好处。在伦理的视域下找出农村污染治理中存在的问题,并从意识、措施、投入和监管四个方面分析存在问题产生的原因。提出解决农村污染治理中的问题要遵循“以人为本”、“公平正义”的基本伦理原则。通过引导民众、政府以及企业在农村污染治理中不断提高生态伦理素养、理念和意识,使其认识到当前环境问题的严重性,树立忧患意识和危机意识,激发其保护生态环境的责任心,坚持可持续发展,坚定走生产发展、生活富裕、生态良好的文明发展道路,加快建设资源节约型、环境友好型社会,形成人与自然和谐发展现代化建设新格局,推进美丽中国建设,为全球生态安全做出新的贡献。
[Abstract]:With the development of economy and society and the constant change of rural situation, the problem of rural environmental pollution is becoming more and more serious, and the rural ecological environment is deteriorating, which has seriously affected the development of rural economy and society and the quality of life of rural residents. How to effectively control rural pollution, how to restrain from the system, how to educate and guide from the ethical level is the focus of this paper. This paper introduces the basic situation of ecological ethics, briefly expounds the meaning and characteristics of ecological ethics, the moral and ethical relationship between human and natural ecology, and the impact of ecological environment on human production and life. At the same time, the paper summarizes the rural pollution, analyzes and explains the types of rural pollution, the heavy load of pollution and the serious non-point source pollution at present, and discusses in detail the benefits of rural pollution control to human beings' production and daily life. The existing problems in rural pollution control are found from the perspective of ethics, and the causes of the problems are analyzed from four aspects: consciousness, measures, investment and supervision. The basic ethical principles of "people-oriented" and "fair and just" should be followed to solve the problems in rural pollution control. Through guiding people, government and enterprises to improve ecological ethics literacy, concept and consciousness in rural pollution control, to make them realize the seriousness of current environmental problems, and set up a sense of distress and crisis. To stimulate its sense of responsibility in protecting the ecological environment, to adhere to sustainable development, to firmly follow the path of civilized development of production development, rich life and good ecology, and to speed up the construction of a resource-conserving and environment-friendly society, To form a new pattern of harmonious development between man and nature, to promote the construction of beautiful China and to make new contributions to global ecological security.
