安泽县的生态伦理研究

【摘要】：随着改革开放三十多年来的不断发展，市场经济体制不断完善，中国社会发展已经取得突出成就，，从封闭的经济走到今天GDP全球第二的位置，与此同时，中国面临着资源浪费严重甚至过度消耗，环境问题日益严重的问题，目前我国的环境巳经到了非治不可的地步，但是经济发展和生态的特殊关系，特别是在我国"唯GDP”的一些想法的作怪下，使得地方政府在环境方面具有不可推卸的责任，所以生态问题方面，地方政府应当作为最主要的生态责任主体，在统筹经济发展和保护生态环境方面，具有不可替代的地位。在经济发展和环境保护的两难抉择中，很多地方政府陷入进退维谷的境地，一方面，各个地方政府要对地方上的整体事务负责，要对长远发展负责，长远发展又离不丌经济的支撑。另一方面，由于作为地方政府的特殊性，使得各个地方政府更倾向于短期眼前利益的追逐，总之，摆在地方政府面前的长远利益和短期利益的矛盾表现得十分突出。本文基于以上背景，提出对临汾市安泽县进行生态研究。首先，从现实和理论出发，分析安泽县生态建设的科学性，以及给予我们在生态发展和政府责任方面的一些启示。其次，在改革三十多年来党和国家领导人的重视下，梳理三十多年来国家生态政策的发展，认为生态政府发展的最终目标是实现人和自然和谐相处。最后，通过分析安泽县现在的优势和不足，通过分析不足，来试图围绕现有问题提出一些进一步发展的策略建议。
[Abstract]:With the continuous development of reform and opening up for more than 30 years, and the continuous improvement of the market economy system, China's social development has made outstanding achievements, from a closed economy to the second place in the world of GDP today, at the same time, China is facing serious or even excessive consumption of resources, and environmental problems are becoming more and more serious. At present, the environment of our country has reached the point of necessity, but there is a special relationship between economic development and ecology. Especially because of the idea of "only GDP" in our country, the local government has the unshirkable responsibility in the environmental aspect, so the local government should be the main body of ecological responsibility in the ecological problem. In the overall economic development and protection of the ecological environment, has an irreplaceable position. In the dilemma of economic development and environmental protection, many local governments are caught in a dilemma. On the one hand, local governments are responsible for the overall affairs of the localities and for their long-term development. Long-term development can not be separated from the support of the economy. On the other hand, because of the particularity of local government, each local government is more inclined to pursue short-term interests. In short, the contradiction between long-term and short-term interests in front of local governments is very prominent. Based on the above background, this paper puts forward ecological research on Anze County, Linfen City. First of all, based on reality and theory, this paper analyzes the scientific nature of ecological construction in Anze County, and gives us some enlightenment in ecological development and government responsibility. Secondly, under the attention of the leaders of the Party and the state in the past 30 years and more, the author thinks that the ultimate goal of the development of ecological government is to realize the harmony between man and nature. Finally, by analyzing the present advantages and disadvantages of Anze County, and by analyzing the shortcomings, this paper tries to put forward some suggestions for further development around the existing problems.
