试论道德调节的哲学反思——道德调节与政府调节、市场调节的关系以及与“文化建设”的关系

【摘要】：数亿年来,大自然保持着天然的制衡机制,尤其是生物链、生物网的天然结构,让人们惊叹不止,这是一个多么美丽而和谐的结构,每个系统之间相互制衡着、协同着、发展着。数百万年前,人类从动物界分离出来,逐渐进入文明时代,根本的动力源泉是生产力,而生产力发挥作用的前提条件是各种社会调节手段,让纷繁复杂的社会关系形成一种规范的秩序,一切社会活动正常合理地运转。当然,人类社会创造的调节手段与大自然相比依然存在着本质的、巨大的差距。当今社会正进入移动互联网时代,各种传统的调节手段显得势单力薄,无论是市场调节还是政府调节均出现了不少的缺陷、失灵、失败现象,唯有强化"道德、市场、政府"这三种调节机制的系统化、多维度、专业化的协同与集成,也许可以取得比较好的调节效果。建立富强文明的社会主义国家,一定要将"道德、市场、政府"这三种调节构成类似于生物系统那样和谐有序,才有可能全面提升全社会的文明程度。这里,文化建设是道德调节的基础工程,两者构成一个内在的、本质的、必然的天然联系网。
