社会管理科学化视域下以德运权的行政责任机制

【摘要】：以德运权的行政问责机制是加强和创新社会管理,提高社会管理科学化水平的一项重要手段。实践中,构建以德运权的行政责任机制,需要厘清以德运权的价值诉求,分清责任伦理与信念伦理的主次脉络,依托行政主体的道德判断,在责任伦理精神指导下树立政府机关及其行政人员以公众为导向的服务意识,以及主动承担行为后果的理念。通过行政人员的负责行为及广泛的公众参与确保行政权力不被异化,从而在理性平台上实现行政活动的目的性价值。
[Abstract]:It is an important means to strengthen and innovate the social management and improve the scientific level of social management. In practice, it is necessary to clarify the value demand of the right of virtue, to distinguish the principal and secondary context of the ethics of responsibility and belief, and to rely on the moral judgment of the administrative subject to construct the mechanism of administrative responsibility. Under the guidance of the spirit of responsibility ethics, we should set up the public oriented service consciousness of government organs and their administrative personnel, and take the initiative to bear the consequences of behavior. Through the responsible behavior of administrative personnel and extensive public participation to ensure that the administrative power is not alienated, so as to realize the purposeful value of administrative activities on the rational platform.
