政府公信力的政治道德实践问题探讨

【摘要】：政治道德视阈下的政府公信力问题,是社会成员对政府履行其职责情况的情感道德评价及内心认同程度,源于政府行政理念及具体行政中蕴涵的情感道德和价值取向的反映。其政治道德实践意义体现在以公众评价为主要特性、社会成员情感认同为评判,既是构建以人为核心的新型社会治理结构的价值基础,也是维持"政府—公众道德关系"持续性的重要联结。在实现路径上,制度伦理的价值实现、主体的道德内化建构及道德情感融入的实效性,是建构和保障对政府信任关系的有效途径。
[Abstract]:The issue of the government's credibility under the visual threshold of political morality is the reflection of the social member's emotional and moral evaluation and the degree of inner identity in the performance of the government's performance of its functions, which is derived from the government's administrative idea and the reflection of the emotional and value orientation contained in the specific administration. The significance of its political moral practice lies in the public evaluation as the main characteristic, and the social member's emotional identity is the evaluation, not only the value basis of the construction of the new type of social governance structure at the human core, but also the important link of maintaining the "the relationship between the government and the public" 's sustainability. On the realization of the path, the realization of the value of the system ethics, the construction of the moral internalization of the subject and the actual effect of the integration of the moral emotion is an effective way to construct and guarantee the relationship between the government and the government.
