【摘要】： 职务犯罪是普遍存在于世界各国的严重的国际性社会问题之一。它与我们党的性质、宗旨不符。现阶段，我国职务犯罪的产生和发展的原因是多方面的，有微观层次上个人素质方面的，也有宏观层次上制度结构方面的。它是一个多元的、动态的、各种致罪因素相互作用、有机结合的综合系统。当前对职务犯罪单靠法律的惩治已经是杯水车薪，远不能遏制职务犯罪现象的发展势头。我们必须采取预防为主的预防职务犯罪的策略，必须贯彻党中央关于反腐败领导体制和工作机制的要求，坚持党委统一领导，党政齐抓共管，纪委组织协调，部门各负其责，，依靠群众的支持和参与，动员全社会力量，发挥预防工作的整体效能，这样一定能使职务犯罪现象得到有效遏制，从而达到“廉洁的政府，正直的官员，高效的管理和无腐败的繁荣”的全球统一的反腐行动目标。
