略论犯罪速度及其应用价值

【摘要】：犯罪速度是对现代犯罪滋生、派生、传播、扩张、集束、升级以及罪犯逃逸等形态的直观描述。犯罪提速是当今犯罪变化的总基调。犯罪速度变化所承载的动态信息揭示了犯罪运行的规律性和可控性 ,具有重要的实用价值 ,在犯罪学研究和现代警务管理中表现为多方面用途 :一是治安评估指标 ;二是决策参考依据 ;三是警务创新“引擎” ;四是刑事立法基点。
[Abstract]:Crime speed is an intuitive description of modern crime breeding, derivation, dissemination, expansion, clustering, upgrading and escape of criminals. Increasing the speed of crime is the general tone of crime change today. The dynamic information carried by the change of the speed of crime reveals the regularity and controllability of the crime operation and has important practical value. It is used in many aspects in the research of criminology and modern police administration: first, the index of public security evaluation; The second is the reference basis of decision-making, the third is the engine of police innovation, and the fourth is the basic point of criminal legislation.
