和谐社会视域下我国城市群体性事件防控研究

【摘要】：当前我国已进入了“十二五”时期,城市化迅速发展、产业结构迅速转型、风险与机遇并存的时期,也就是社会转型期、经济发展黄金期、社会冲突高发期并存的时期。城市是社会的一部分,城市里所发生的方方面面的事情是我们所看到的现实社会的缩影,更是我们理解“和谐社会”的一个视角。但城市这一大群体中所发生的错综复杂的群体性事件并呈现出进一步激化的趋势,这些事件严重影响社会主义和谐社会构建。本文在构建和谐社会的大背景下,选取和谐社会为视角,针对城市群体性事件的成因及现状,特别是和谐社会与城市群体性事件之间的关系为理论视角,对城市群体性事件的成因及防控机制进行研究,并在此基础上对目前我国城市群体性事件作了归纳梳理,并对化解城市群体性事件与构建和谐社会的关系进行了分析研究,主要内容：第一,和谐社会与城市群体性事件的理论界定。通过研究理论基础,指出和谐社会是在社会主义框架内从传统型社会向现代型社会转变的过程,认识到城市群体性事件发生的社会时代特点。通过对城市群体性事件理论进行研讨,从和谐社会视角对于城市群体性事件的概念内涵、外延、基本特征与类别划分进行了理论厘清。第二,城市群体性事件的成因及现状。当前我国城市群体性事件成因及现状,以及对构建和谐社会的意义等综述,提供了城市群体性事件研究的现实思考与理论启示。第三,和谐社会视域下城市群体性事件防控策略。明确了构建城市群体性事件应对治理体系的总体思路：透过城市群体性事件可以看出我国社会系统的运行机制还有待于进一步整合和优化,必须强化其正功能,抑制其反功能,从而达到建设和谐社会的目的。和谐社会是一个利益分化、利益主体多元化的社会,和谐社会的构建实质就是一个利益关系冲突的协调过程。有效防控城市群体性事件的做法,是能够加快城市化健康发展的机制建设,更是建设“和谐社会”的关键。
[Abstract]:At present, our country has entered the "12th Five-Year Plan" period, with the rapid development of urbanization, the rapid transformation of industrial structure, the coexistence of risks and opportunities, that is, the period of social transformation, the golden period of economic development and the period of high incidence of social conflict. The city is a part of the society, and what happens in the city is the epitome of the real society we see, and it is also a visual angle of our understanding of "harmonious society". However, the complex mass events in the city, which seriously affect the construction of the socialist harmonious society, have shown a trend of further intensification. Under the background of constructing harmonious society, this paper chooses harmonious society as the angle of view, aiming at the causes and current situation of urban mass events, especially the relationship between harmonious society and urban mass events. This paper studies the cause of formation and prevention and control mechanism of urban mass events, and on this basis summarizes and combs the current urban mass events in China, and analyzes and studies the relationship between resolving urban group incidents and building a harmonious society. Main contents: first, the theoretical definition of harmonious society and urban mass events. By studying the theoretical basis, the author points out that the harmonious society is the process of changing from traditional society to modern society within the framework of socialism, and recognizes the social characteristics of urban mass events. Through the study of the theory of urban group events, this paper clarifies the concept connotation, extension, basic characteristics and classification of urban group events from the perspective of harmonious society. Second, the causes and status quo of urban mass events. At present, the causes and present situation of urban mass events in China, as well as the significance of constructing a harmonious society, are summarized, which provides practical thinking and theoretical inspiration for the study of urban mass events. Thirdly, the prevention and control strategy of urban mass events in the view of harmonious society. This paper makes clear the general idea of constructing the governance system of urban mass event: through the urban group event, we can see that the operation mechanism of our social system needs to be further integrated and optimized, so we must strengthen its positive function and restrain its inverse function. In order to achieve the goal of building a harmonious society. Harmonious society is a society in which interests are divided and interests are diversified. The construction of harmonious society is essentially a process of coordination of conflicts of interests. The effective prevention and control of urban mass incidents is the key to the construction of a "harmonious society", which can speed up the healthy development of urbanization.
