沈阳市宠物狗治理存在的问题及对策研究

【摘要】：随着社会经济的发展和城市化进程的加速，城市居民家庭的独立性、封闭性、个性化和老龄化问题的日益突出，居民的休闲、消费和情感寄托方式也呈多样化发展，饲养宠物狗已不再是“贵族的专利，，宠物狗已经走入寻常百姓家，饲养宠物狗的热潮在我市蓬勃兴起，宠物狗数量日益增加，由于人类缺乏对动物喂养的责任心、混乱的宠物交易市场、价格失控的宠物医疗市场和政府监管的缺失，流浪狗也越来越多，狂犬病、流浪狗乱穿马路引发交通事故等危害人类生命安全，政府对城市宠物狗的规范管理已经迫在眉睫。从城市管理的角度来看，宠物狗对市民的安居、交通、卫生、人身安全构成威胁，由于我国没有出台专门针对宠物狗治理的法律法规，沈阳市市的地方性法规《沈阳市养犬管理条例》有没有真正发挥作用，便必然引发诸多社会问题。 论文以宠物狗治理为中心，以研究对策为主旨，运用治理理论解决经济社会中具体而真实的问题，缩短宠物狗治理问题与对策实践之间的差距，提出政策改善和创新之道。论文主要结构分为四个部分，第一部分主要介绍宠物狗以及宠物的治理的相关概念，阐述治理理论的产生背景、基本特征和在本文中的具体应用。第二部分主要阐述了沈阳市宠物治理的现状以及宠物狗治理存在的具体问题。第三部分用治理理论对沈阳市宠物狗治理存在的问题的产生原因进行剖析。第四部分根据治理理论提出具体整改意见，充分发挥政府的主导作用，社会和市场的辅助作用，从多方面对沈阳市宠物狗进行有效治理，以争取宠物狗治理达到最高“善治”的境界。 论文通过这种个案的研究来分析治理理论在沈阳市宠物狗治理应用中的适用性，以及明确今后城市宠物狗治理改进和完善的方向。论文在提出具体解决措施中将城市社区“协调养”的管理模式和现代芯片技术应用到宠物狗治理中创新了沈阳市现有关于宠物狗管理的方法。
[Abstract]:With the development of social economy and the acceleration of urbanization, the independence, closeness, individuation and aging of urban residents are becoming more and more prominent. The leisure, consumption and emotional sustenance of residents are also developing in a variety of ways. Pet dogs are no longer "patented by aristocrats. Pet dogs have entered the homes of ordinary people. The craze for keeping dogs has flourished in our city, and the number of dogs is increasing day by day, due to the lack of human responsibility for animal feeding." The chaotic pet trading market, the uncontrolled pet health care market and the lack of government supervision, the number of stray dogs is also increasing. Rabies, random street crossing by stray dogs and other traffic accidents are endangering human life and safety. It is urgent for the government to regulate the city pet dog. From the point of view of urban management, pet dogs pose a threat to the people's security of residence, transportation, hygiene and personal safety. As there are no laws and regulations specifically aimed at the management of pet dogs in China, The local rules and regulations of Shenyang City, whether or not the canine management regulations really play a role, will inevitably lead to a lot of social problems. This paper takes pet dog management as the center, studies the countermeasure as the gist, uses the governance theory to solve the concrete and real problems in the economic society, shortens the gap between the pet dog management problem and the countermeasure practice, and puts forward the policy improvement and innovation way. The main structure of the paper is divided into four parts. The first part mainly introduces the related concepts of pet dog and pet management, describes the background, basic characteristics and specific application of governance theory in this paper. The second part mainly expounds the present situation of pet management in Shenyang and the concrete problems of dog management. The third part analyzes the causes of the problems existing in the management of dogs in Shenyang with the theory of governance. In the fourth part, according to the theory of governance, the author puts forward specific suggestions for rectification, giving full play to the leading role of the government and the auxiliary role of the society and the market, and effectively managing the pet dogs in Shenyang from many aspects. To strive for dog governance to achieve the highest level of "good governance". Through this case study, this paper analyzes the applicability of the governance theory in the application of dog management in Shenyang, and clarifies the direction of improving and perfecting the treatment of urban pet dog in the future. In this paper, the management mode of "coordinated raising" in urban communities and the application of modern chip technology to pet dog management are put forward. The existing methods of pet dog management in Shenyang are innovated.
