和谐社会理念下的小城镇治安防范研究

【摘要】： 在社会治安防范的研究和实践中,人们习惯于把更多的注意力投向城市,但是并不能因此忽略了小城镇。小城镇作为城市的后方和农村的龙头,数量远远超过城市,其稳定既关乎城市的稳定,更关乎农村的稳定,也是治安防范城乡一体化的重要组成部分。随着城镇化的加快,大中城市的今天就是小城镇的明天。在现阶段城镇化水平不高、犯罪率较低的情况下,只有从早抓好小城镇的治安防范,才能避免重蹈大中城市经济发展、犯罪上升的复辙。鉴于此,本文以和谐社会理念为指导,以农村县域小城镇为研究对象,采用比较分析、实证分析、定性分析、定量分析的方法,对小城镇治安防范的特点、可行性、必要性、现状进行了研究,分析了和谐社会与治安防范的关系、对小城镇治安防范提出的时代要求,并进行了五点设想。 全文除导言外,共30000余字,分为三章。 第一章小城镇治安防范概述。共分四节：第一节明确了小城镇的含义,界定了本文研究的小城镇类型,分析了小城镇的特征。第二节界定了小城镇治安防范的含义和特征,并与城市、社区治安防范进行了比较。第三节分析了加强小城镇治安防范的三个必要性为：小城镇的发展离不开治安防范的保障,小城镇治安防范存在急需解决的问题,时代的发展要求加强小城镇治安防范。第四节分析了加强小城镇治安防范的三个可行性为：犯罪预防原理为小城镇治安防范提供了科学指导,中外防范实践为小城镇治安防范提供了可鉴之路,经济社会发展为小城镇治安防范提供了可资条件。 第二章和谐社会与小城镇治安防范。共分三节：第一节分析了和谐社会的基本概念、特征和指导原则。第二节分析了和谐社会与治安防范的关系。第三节分析了和谐社会对小城镇治安防范提出的四个时代要求为：立足小城镇的犯罪规律,突出重点抓防范；立足小城镇的发展现状,量力而行抓防范；立足小城镇的自身优势,内部挖潜抓防范；立足小城镇的发展趋势,适度超前抓防范。 第三章和谐社会理念下的小城镇治安防范设想。提出建立“一体四型”治安防范网络(分五节叙述)：一是立足整体设防思路,建立区域一体化治安防范网络。重点建立一套规划、两个平台和四项机制。二是利用熟人社会优势,建立群众自治型治安防范网络。重点发挥村民委员会的自治作用,完善多种形式的群防群治队伍,加强对群防工作的引导和指导。三是推进市场运作方式,建立社会参与型治安防范网络。重点加强保安服务、单位内部防范和多元化防范。四是引进社区警务模式,建立基础控制型治安防范网络。重点推进警力下沉、基础前移、重心下移。五是强化政府主导推进,建立运作长效型治安防范网络。重点建立长效创安体系、长效预防体系和长效落实体系。
[Abstract]:In the research and practice of social security prevention, people are used to pay more attention to the city, but can not ignore the small town. As the rear of the city and the leading of the countryside, the number of small towns is far more than the city, its stability is not only related to the stability of the city, but also to the stability of the rural areas, but also an important part of the integration of public security and prevention of urban and rural areas. With the acceleration of urbanization, large and medium-sized cities today is the small town tomorrow. At the present stage, the level of urbanization is not high and the crime rate is low. Only by doing a good job of security prevention of small towns as early as possible can we avoid repeating the mistakes of the economic development of large and medium-sized cities and the rise of crime. In view of this, this article takes the harmonious society idea as the instruction, takes the countryside county small town as the research object, adopts the comparative analysis, the demonstration analysis, the qualitative analysis, the quantitative analysis method, to the small town public security guard characteristic, the feasibility, the necessity, The present situation is studied, the relationship between harmonious society and public security prevention is analyzed, the requirements of the times for public security prevention in small towns are analyzed, and five tentative ideas are made. The third section analyzes the three necessities of strengthening the security of small towns: the development of small towns can not be separated from the protection of public security, there are urgent problems in the prevention of public security in small towns, and the development of the times requires the strengthening of security precautions in small towns. The fourth section analyzes the three feasibility of strengthening the security prevention of small towns: the principle of crime prevention provides scientific guidance for the prevention of public security in small towns, and the practice of prevention at home and abroad provides a instructive way for the prevention of public security in small towns. The second section analyzes the relationship between harmonious society and security prevention. The third chapter is the conception of public security in small towns under the concept of harmonious society. This paper puts forward the establishment of "integrated four types" public security prevention network (described in five sections): first, it is based on the idea of overall fortification, and establishes the regional integrated security prevention network. Focus on the establishment of a set of planning, two platforms and four mechanisms. Second, the use of acquaintance social advantages, the establishment of mass-self-governing public security prevention network.
