政协提案在政府决策中发挥作用现状与对策研究

【摘要】：在人民政协履行政治协商、民主监督、参政议政职能的各种方式中,提案是其中最为广泛、直接、有效的,它在坚持和完善中国共产党的领导的多党合作和政治协商制度的进程中,在协助中国共产党和国家机关实现决策科学化和民主化的过程中,充当着重要载体和渠道的作用,也是我国实现公民有序政治参与的重要途径。政协提案所反映的问题代表了广大群众的实际利益和需求,为党和政府的决策提供了重要的智力支持,有效提升了政府公共决策的科学性和民主性。党的十八大报告提出“健全社会主义协商民主制度”,这是在总结中国共产党长期实践经验的基础上对社会主义民主政治理论和制度的创新。同时,报告把“提案办理协商”作为完善我国社会主义协商民主制度的重要方面,为提案工作科学发展提供了重要保障。本文以湘潭市政协为例,总结了政协提案工作的成效和政协提案工作目前存在的主要问题,对影响作用发挥的原因的进行分析,提出可行性建议,并从公共管理的角度出发,探寻推进协商民主广泛多层制度化发展,加强政协提案在政府决策中作用发挥的方法和途径,强化提案办理协商建设力度,力求进一步提高政协履职水平,助推我国民主政治建设发展。全文有五个部分。第一个部分是绪论,主要是对本文的研究的背景、研究现状、研究内容和研究方法进行必要说明。第二个部分介绍了本研究的相关理论依据,包括政协提案与政府决策的内涵、机制与关系,政协提案影响政府决策的理论基础,如协商民主理论、公民参与理论等。介绍政协提案如何在政协各项工作中以独特优势和特殊的工作方式发挥影响政府决策的作用。第三部分以湘潭市政协提案工作为案例进行分析,探寻完善政协提案工作的方法和手段。全面分析影响政协提案在政府决策发挥作用的原因,包括一些政协委员履行职责的主动性和积极性不强,提案建议质量有待提高,提案运作机制不健全等,并对湘潭市政协近几年的个别提案进行分析研究。第四部分就目前影响政协提案在政府决策发挥作用的消极因素提出具有针对性和可行性的建议,其中包括:如何提高政协委员履职及撰写提案的积极性,如何改进提案内容的质量,如何完善提案工作运行机制,加强提案办理协商等。第五部分根据现实情况分析,作出有关结论。
[Abstract]:Among the various ways in which the CPPCC performs its functions of political consultation, democratic supervision, and participation in government affairs, the proposal is the most extensive, direct, and effective. In the process of adhering to and perfecting the system of multi-party cooperation and political consultation under the leadership of the Communist Party of China, it is assisting the CPC and state organs in the process of making decisions more scientific and democratic. As an important carrier and channel, it is also an important way to achieve orderly political participation of citizens in China. The issues reflected in the CPPCC proposal represent the actual interests and needs of the broad masses. It provides important intellectual support for the party and the government to make decisions, and effectively promotes the scientific and democratic nature of the government's public decision-making. The report of the 18 Party Congress put forward "perfecting the socialist consultative democracy system". This is an innovation in the theory and system of socialist democratic politics on the basis of summing up the long-term practical experience of the Communist Party of China. The report regards "proposal handling consultation" as an important aspect of perfecting China's socialist consultative democracy system and provides an important guarantee for the scientific development of the proposal work. This paper takes Xiangtan City CPPCC as an example. This paper summarizes the effectiveness of the CPPCC proposal work and the main problems existing in the CPPCC proposal work, analyzes the reasons for the exertion of the influence function, puts forward some feasible suggestions, and proceeds from the angle of public administration. We will explore ways and means to promote the development of consultative democracy at a wide range of levels and institutionalization, strengthen the role of CPPCC proposals in government decision-making, strengthen the strength of consultation in the handling of motions, and strive to further improve the performance of the CPPCC's duties. The first part is the introduction, which is mainly about the background of the research and the current situation of the research. The second part introduces the relevant theoretical basis of this study, including the meaning, mechanism and relationship of the CPPCC proposal and government decision-making. The CPPCC proposal affects the theoretical basis of government decision-making, such as the theory of deliberative democracy. The theory of citizen participation and so on. It introduces how the CPPCC proposal exerts the function of influencing the government decision with its unique advantage and special working way in every work of the CPPCC. The third part takes the proposal work of the CPPCC of Xiangtan city as a case study. . We will explore ways and means to improve the work of CPPCC motions, and comprehensively analyze the reasons that affect the role of CPPCC proposals in government decision-making, including the lack of initiative and enthusiasm of some CPPCC members in carrying out their duties. The quality of the proposal needs to be improved, and the operational mechanism of the proposal is not perfect. In the 4th part, the author puts forward some specific and feasible suggestions on the negative factors that affect the function of the CPPCC proposal in the government decision-making. These include: how to improve the enthusiasm of CPPCC members to carry out their duties and write proposals, how to improve the quality of proposals, and how to improve the working mechanism of proposals. Strengthen the negotiation of proposals, etc. 5th part according to the actual situation analysis, draw the relevant conclusions.
