十八大以来保障和改善民生的思路和方式创新研究

【摘要】：十八大以来,以习近平同志为核心的党中央遵循对人民的承诺,在保障和改善民生领域不断进行思路和方式创新,思路创新主要体现在民生定位、民生目标、民生举措等诸多方面,方式创新则主要体现在建立新的政绩考核评价导向、调整财政收支结构、形成保障和改善民生的社会合力等方面。通过对这些保障和改善民生创新内容的梳理和研究,可以发现其对坚持走共同富裕的发展道路、坚持公平正义、共享发展和以人民为中心等要求的基本逻辑遵循。
[Abstract]:Since the 18 National Congress, the CPC Central Committee, with Comrade Xi Jinping as the core, has followed its commitment to the people and continuously innovated its thinking and methods in the field of safeguarding and improving the people's livelihood, which is mainly reflected in the positioning of the people's livelihood and the goal of the people's livelihood. In many aspects, such as people's livelihood measures, the innovation of the way is mainly reflected in the establishment of a new orientation for assessing and evaluating political achievements, and the adjustment of the structure of fiscal revenues and expenditures. Through combing and studying the innovative contents of these safeguards and improving people's livelihood, we can find that they can be found to adhere to the path of common prosperity and to uphold fairness and justice. Share the basic logic of development and people-centered requirements.
