南宁市社区信息化的现状、问题与对策研究

【摘要】：信息化的发展对社会的政治、经济、文化等发展带来深刻的影响,甚至正在日益影响并改变着我们的生活、行为方式。从最初基础的文件处理,到具体业务实现电子化办公,甚至成为领导决策时的辅助手段,无一不有信息化的影子。随着政府职能从审批型政府向服务型政府逐步转变,社区信息化建设也显得日益重要。社区信息化是城市信息化的重要组成部分,是加强社区建设和管理、完善社区功能、提升社区服务的有效手段。笔者结合自身在南宁市信息网络管理中心多年的工作经历,对亲身参与的南宁市十余个电子政务应用系统建设的工作经验进行归纳和总结,从社区信息化的建设与发展、社区信息化建设的基础与必要性等方面,总结了社区信息化建设的几种模式,以南宁市新竹和万力社区信息化建设为案例,分析了南宁市社区信息化发展的困境及原因,并提出相应的建议。
[Abstract]:The development of information technology has a profound impact on the political, economic and cultural development of the society. It is even increasingly affecting and changing our life and behavior. As the government functions gradually change from the examination and approval government to the service government, Community informatization is also becoming increasingly important. Community informatization is an important part of urban informatization, it is to strengthen community construction and management, improve community functions, Combining with my own working experience in Nanning Information Network Management Center for many years, the author sums up and summarizes the working experience of more than ten e-government application systems in Nanning. From the aspects of the construction and development of community informatization, the foundation and necessity of community informatization construction, this paper summarizes several models of community informatization construction, taking Hsinchu and Wanli community informatization construction in Nanning as an example. This paper analyzes the difficulties and causes of the development of community informatization in Nanning, and puts forward corresponding suggestions.
