我国现阶段农民发展中的政治权益保障研究

【摘要】：作为一个农村人口占人口总数较大比例的农业大国。我国的农业、农村、农民问题一直以来都是我国不同发展阶段的主要问题。这一基本国情决定了农业、农村和农民问题,始终是一个全局性、根本性的问题。可以说,“三农”问题的实质是农民权益维护问题。经过30多年的改革开放和社会主义民主政治建设,我国在公民政治权益保障方面取得了举世瞩目的成就。对于农民来讲,农民的政治权益保障也取得了很大成就;但是不可忽视的是农民政治权益保障方面仍然存在问题。本文正是立足于现实,通过对农民政治权益保障问题的纵向发展以及横向丰富的对比来研究这一问题的。在相关文献和现实发展的基础上,从维护农民政治权益以促进农民发展的角度入手,对农民政治权益保障的内涵进行了界定。认为农民的政治权益保障的内涵包括农民发展的选举权益、政治参与权益、政治监督权益以及政治表达权益为主的四个方面。进而对这四个方面权益缺失的现状和原因进行了考察和分析,认为这些问题的存在主要是由于农民发展的政治权利不平等、基层政治制度不完善、政治利益表达滞后以及农民的政治参与意识较低等多方面因素造成的。在此基础上对农民政治权益的维护和实现提出了相应对策,主要从法律制度、基层民主制度、农民政治组织以及农村经济文化发展等四个方面进行了阐述。力求为解决现阶段农民发展问题中的政治权益保障问题,以及农民政治权益保障机制的完善提供坚实的理论基础和研究视角。
[Abstract]:As a large agricultural country with a large proportion of rural population, the problems of agriculture, rural areas and farmers in China have always been the main problems in different stages of our country's development. This basic national situation determines the problems of agriculture, rural areas and farmers. It can be said that the essence of the issue of "agriculture, countryside and farmers" is the issue of safeguarding the rights and interests of peasants. After more than 30 years of reform and opening up and the construction of socialist democratic politics, China has made great achievements in the protection of citizens' political rights and interests, and has made great achievements in the protection of peasants' political rights and interests. However, it can not be ignored that there are still problems in the protection of peasants' political rights and interests. Through the vertical development and horizontal contrast of the protection of peasants' political rights and interests, this paper studies this problem. On the basis of the relevant literature and the development of reality, from the angle of safeguarding peasants' political rights and interests in order to promote the development of farmers, This paper defines the connotation of the protection of peasants' political rights and interests, and holds that the connotation of the protection of peasants' political rights and interests includes the rights and interests of farmers' development, the rights and interests of political participation, The present situation and reasons of the lack of rights and interests in these four areas are investigated and analyzed. It is concluded that the existence of these problems is mainly due to the unequal political rights of peasants. The basic level political system is imperfect, the political interest expression lags behind and the peasant's political participation consciousness is low, and so on. On this basis, the author puts forward the corresponding countermeasures to safeguard and realize the peasants' political rights and interests, mainly from the legal system. The basic democratic system, peasant political organization and the development of rural economy and culture are expounded in order to solve the problem of political rights and interests protection in the current peasant development. And the improvement of peasant's political rights and interests guarantee mechanism provides the solid theory foundation and the research angle.
