天津市政协提案对公共决策的影响研究

【摘要】：中国共产党第十八次全国代表大会提出,中国特色社会主义协商民主在推进国家治理体系和治理能力现代化具有独特的优势和重要作用。人民政协作为其重要渠道和专门协商机构,发挥着重大作用。在社会主义民主政治不断扩大公民有序政治参与的今天,提案工作以其独特优势,日益深刻的影响着政府的公共决策。本文在阐述协商民主理论的基础上,选取2008年以来的天津市政协提案工作典型案例,总结政协提案工作经验做法,提出了不断完善提案工作制度,不断提升提案工作水平的建议。全文分为七个部分。导论部分,介绍了选题背景与意义、研究方法、创新之处等,并对本研究专题依托的基本理论做介绍；第二部分对政协提案参与公共决策的理论基础和实践进行了阐述,对人民政协的重要渠道作用详细探讨；第三部分详述人民提案工作特别是天津市政协提案工作的发展历程,并介绍了天津市政协提案工作的主要成绩和经验做法;第四部分以深刻影响政府公共决策的典型案例为例,探讨人民政协提案对公共决策产生影响力的要素和关键所在；第五部分则对其影响力的局限性和产生原因做分析,从提案质量和工作机制两个方面深入探讨；第六部分提出提高政协提案对公共决策影响力的对策建议；第七部分得出结论,政协提案工作无论是从理论还是实践的角度,都具有极其重要的研讨价值,其对公共决策的影响力必然会随着其建言献策质量的提高和工作机制的健全而在我国社会主义民主政治建设中发挥越来越重要的作用。
[Abstract]:The 18th National Congress of the Communist Party of China proposed, The socialist consultative democracy with Chinese characteristics has unique advantages and important roles in promoting the modernization of the national governance system and governance capability. The CPPCC serves as its important channel and specialized consultative body. It plays an important role. Today, when socialist democratic politics is expanding citizens' orderly political participation, the proposal work, with its unique advantages, increasingly influences the government's public decision-making. This paper selects the typical cases of the CPPCC proposal work since 2008, summarizes the experience and practice of the CPPCC proposal work, and puts forward some suggestions to improve the proposal work system and improve the level of the proposal work continuously. The full text is divided into seven parts. This paper introduces the background and significance of the topic, research methods, innovations and so on, and introduces the basic theory based on which the topic is based. The second part expounds the theoretical basis and practice of the participation of the CPPCC proposal in public decision-making. The third part details the development course of the people's motion work, especially the Tianjin political Consultative Conference proposal work, and introduces the main achievements and experience of the CPPCC proposal work in Tianjin. The fourth part takes the typical cases that deeply influence the government's public decision-making as an example to discuss the factors and key points of the CPPCC proposal's influence on the public decision-making, and the fifth part analyzes the limitations and causes of its influence. The sixth part puts forward the countermeasures and suggestions to improve the influence of the CPPCC proposal on public decision-making. The seventh part concludes that the CPPCC proposal work is from both theoretical and practical point of view. The influence on public decision-making will play a more and more important role in the construction of socialist democratic politics with the improvement of the quality of advice and the sound of working mechanism.
