【摘要】：人的自由而全面的发展是马克思主义孜孜以求的崇高目标。新中国成立后,特别是改革开放以来,我国的社会主义政治发展在中国共产党的领导下取得了长足的进步,逐步形成了一套完整的政治理论和政治体制,国家的民主程度和公民的政治权利得到显著提高。“以人为本”为核心的新型城镇化是一个重大而深刻的社会变革,是打造中国未来二三十年经济的升级版,是实现社会主义现代化的必由之路,是促进社会全面进步的必然要求,是中国特色社会主义建设的主要方向。农民的政治参与是衡量一个国家政治发展水平的重要标志。新型城镇化是一个农业人口不断向城镇转移的过程,其目的是为了让更多农民均等的享受现代城镇公共服务带来的便利。因此,作为政治学研究者,从政治学角度,对新型城镇化进程中农民政治参与进行学习和研究,具有一定的理论意义和现实意义。农民是新型城镇化建设的主力军,是推动新型城镇化进程的重要力量。农民在新型城镇化进程中有序参与政治生活,充分发挥政治权利不仅是我国政治发展的目标之一,也是新型城镇化建设的目标之一。当前,在新型城镇化进程中,农民的政治参与出现了新的变化,展现了一些新的特点。运用文献研究法、调查研究法、案例分析法对新型城镇化进程中农民政治参与的基本现状、面临的主要困境和挑战进行研究。再运用比较分析法,研究国外城市化发展状况,以典型国家为例,吸取正反两个方面的经验与教训,得出国外城市化进程中扩大农民有序政治参与的综合启示。通过“以人为本”为核心的新型城镇化建设,夯实农民政治参与的物质基础,弘扬社会主义核心价值观,提高农民的政治素质和政治文化水平,完善基层群众自治制度和其他相关制度,扩大有序政治参与路径,丰富农民政治参与的方式和平台,健全社会保障体系,保证进城农民自由平等地享受各项合法权利,维护社会公平正义,维护政治稳定,有利于我国农民政治权利和民主程度提高,有利于新型城镇化全面、协调、健康的发展。
[Abstract]:People's free and overall development is the lofty goal of the Marx doctrine. After the founding of new China diligently strive after, especially since the reform and opening up, China's socialist political development has made considerable progress in Chinese under the leadership of the Communist Party, and gradually formed a complete set of political theory and political system of the country, the degree of democracy and citizenship political rights has been improved. The "people-oriented" as the core of the new urbanization is an important and profound social change, the next twenty or thirty years is to build Chinese economic upgrade, is the only way which must be passed to achieve socialist modernization, is an inevitable requirement to promote social progress, is the main direction of the construction of socialist Chinese farmers' characteristics. Political participation is an important symbol to measure a country's political development. The new urbanization is an agricultural population transfer to the town. The process, its purpose is to allow more farmers to enjoy equal public service of modern urban convenience. Therefore, as the study of political science, from the perspective of political science, to study and research of peasants' political participation in the new urbanization process, has a certain theoretical significance and practical significance. The farmers are the main force of the new urbanization construction, is an important force to promote the new urbanization process. Farmers' Orderly Participation in political life in the new urbanization process, give full play to the political rights is not only one of the goals of political development in China, also one of the goals of new urbanization construction. At present, in the new urbanization process, the political participation of peasants appeared the new changes, showing some new features. Using the literature research method, survey method, case analysis on the basic situation of peasants' political participation in the new urbanization process, the main difficulties faced by Exit and challenge are studied. Then by using the comparative analysis method, research on the development situation of foreign city, with the typical countries for example, learn from the experience and lessons of the two sides, the expansion of foreign city in the process of orderly political participation of farmers. The construction of the new urbanization comprehensive enlightenment through the "people-oriented" as the core of the peasants' political in a solid material foundation, promote the socialist core values, to improve farmers' political quality and political and cultural level, improve the system of grassroots self-government and other related systems, expanding the orderly political participation path, enrich the way and the platform of the political participation of farmers, improve the social security system, to ensure the farmers enjoy the legitimate rights of freedom and equality, maintenance social fairness and justice, maintain political stability, conducive to China's peasants' political rights and improve the degree of democracy, is conducive to the new town of comprehensive, Co Tone, healthy development.
