新世纪初期美国对日台安全关系的“双重规制”作用分析

【摘要】：新世纪初期(1),在中国大陆迅速崛起,美国整体实力衰弱,日台政局变动的复杂背景下,日本与台湾之间的军事安全互动态势逐渐走向明晰化,日台安全关系呈现出新的重要变化。对于新世纪初期日台安全关系的转变,作为日台安全保障的主导者,同时也作为台湾问题最重要的外部作用力量,美国无疑在其中扮演着十分关键的角色。新世纪初期,面对复杂多变的国际局势,为了维护美国在台海地区的所谓核心安全利益,美国对日台安全关系施行了一种"双重规制"策略,集中体现为美国对待"美日台安全同盟"的微妙态度。一方面,面对中国在亚洲迅速崛起的态势,美国一定程度上支持"美日台安全同盟",促使日本与台湾强化相互安全关系来遏制中国大陆的崛起;另一方面,为了顾及中美关系发展大局,美国又对"美日台安全同盟"持一种"谨慎"态度,保持对日台安全关系发展的一定限制,尽量不让日台在军事安全方面过于亲近,以免刺激中国大陆,破坏台海和平稳定的均衡态势。
[Abstract]:At the beginning of the new century (1), in the rapid rise of the mainland of China, the weakness of the overall strength of the United States and the complex background of the changes of Japan and Taiwan, the military security interaction between Japan and Taiwan gradually became clear, and the security relationship between Japan and Taiwan presented a new and important change. At the beginning of the new century, in the face of the complex and changeable international situation, in order to maintain the so-called core security interests of the United States in the Taiwan Strait, the United States has implemented a "double regulation" strategy for Japan and Taiwan Security Relations in the early new century, as well as the most important external force of the Taiwan problem. On the one hand, in the face of the rapid rise of China in Asia, the United States, to a certain extent, supports the "US Japan security alliance" to strengthen the mutual security relations between Japan and Taiwan in order to contain the rise of the Chinese continent; on the other hand, in order to take into account the development of Sino US relations, the United States The country also has a "prudent" attitude towards the "US Japan and Taiwan security alliance" to maintain a certain limit on the development of Japan and Taiwan's security relations, and try not to let Japan and Taiwan be too close to military security so as not to stimulate the Chinese mainland and destroy the balance of peace and stability in the Taiwan Strait.
