社会福利、全球发展与全球社会政策

【摘要】：在全球化的今天,社会保障和社会政策的研究要放在新的语境中展开。随着时代的变化,社会政策研究的焦点已经从阶级争斗和劳资关系的分析以及国家与市场关系的分析,向超越国别的全球社会政策分析扩展。本研究将回顾全球社会政策这一议题领域的形成,展示发达国家对于福利国家体系的社会政策研究与发展中国家对于福利状况的发展研究这两个议题领域,是如何结合并形成全球社会政策的研究领域。这一研究领域的扩展不仅是回应全球福利发展的重大问题的挑战(诸如反贫困和人类发展权利等),也催生了对于诸如包容性发展和可持续发展等新议题的发展。由此,本研究结合联合国的千年计划和2030年可持续发展纲要来讨论全球社会政策目标,并评估这些发展任务对于推进社会政策和社会工作研究所具有的蕴意。
[Abstract]:Nowadays, the research of social security and social policy should be carried out in a new context. With the change of times, the focus of social policy research has expanded from the analysis of class strife and labor relations and the analysis of the relationship between the state and the market to the global social policy analysis that transcends countries. This study will review the formation of the topic area of global social policy and demonstrate the two subject areas of social policy research in developed countries for welfare state systems and development studies on welfare status in developing countries, Is how to combine and form the research field of global social policy. The expansion of this field of research not only addresses the challenges of global welfare development, such as the fight against poverty and the right to human development, but also leads to the development of new issues such as inclusive and sustainable development. Therefore, this study discusses the global social policy objectives in the context of the United Nations Millennium Plan and the 2030 Sustainable Development Framework, and assesses the implications of these development tasks for advancing the Institute of Social Policy and Social work.
