“清河实验”:当代中国农村社区治理的路径选择

【摘要】：1928年,由燕京大学主持的"清河实验"是第一次以专业社会工作名义展开的社会实践活动,这一实验是民国时期乡村建设运动的重要组成部分,它对于当前的社会治理、农村社区发展和农业供给侧结构性改革而言具有重要的借鉴意义。本文重点追溯"清河实验"主持人杨开道、许仕廉的乡村建设理念,梳理当前农村社区发展存在的主要问题,并总结出"清河实验"给当代中国农村社区治理提供的经验借鉴和路径选择,即注重实地调查研究,深入本地实际情况;促进农村社会组织化,增强农民的自组织能力;整合社会支持网络,充分调动社会资源;引入"专家治理"模式,发展、培育本土人才;转变现存社区工作人员的思想和观念5点主要内容。
[Abstract]:In 1928, the Qinghe experiment, which was presided over by Yanjing University, was the first social practice in the name of professional social work. This experiment was an important part of the rural construction movement during the period of the Republic of China. Rural community development and agricultural supply-side structural reform have important reference significance. This paper focuses on tracing back to Yang Kaidao, host of Qinghe experiment, Xu Shilian's concept of rural construction, and combing the main problems existing in the current development of rural communities. And summarized the "Qinghe experiment" for contemporary Chinese rural community governance experience and path choice, that is, pay attention to field research, go deep into the local actual situation, promote rural social organization, enhance the ability of self-organization of farmers; Integrating social support network, fully mobilizing social resources, introducing the mode of "expert governance", developing and cultivating local talents, and changing the existing thoughts and concepts of community workers.
