正在形成中的多极世界:非洲面临的机遇与挑战

【摘要】：21世纪初,伴随着美国实力的相对衰落,以"金砖国家"为代表的新兴经济体国家群体性崛起,这是国际秩序发生的重要变化。在世界秩序调整与变动中,非洲大陆以持续强劲的经济增势大大提升了自身的国际地位。从非洲自身发展看,多极化世界为非洲经济发展带来了机遇,如非洲经济正在与高速增长的新兴市场进一步融合,非洲矿业对外资吸引力增大,非洲在全球经济治理中参与度加深,快速发展的信息技术助力非洲科技实现跨越式发展等等。与此同时,非洲国家在农业、矿业、工业、基础设施、地区一体化、对外贸易与投资、对外援的管理等方面面临一系列挑战。这需要非洲国家各个层面加以应对,其中社会科学学者可以通过研究与讨论,为非洲把握发展机遇、应对挑战提供智力支持。
[Abstract]:At the beginning of the 21st century, with the relative decline of American strength, the emerging economies represented by the BRICS countries emerged as a group, which is an important change in the international order. With the adjustment and change of the world order, the African continent has greatly enhanced its international position with its sustained and strong economic growth. From the perspective of Africa's own development, the multipolar world has brought opportunities for African economic development, such as the further integration of African economies with fast-growing emerging markets, and the increased attractiveness of African mining to foreign investment. Africa's participation in global economic governance has deepened, and the rapid development of information technology has helped Africa's scientific and technological development by leaps and bounds. At the same time, African countries face a series of challenges in agriculture, mining, industry, infrastructure, regional integration, foreign trade and investment, and the management of foreign aid. This needs African countries to deal with it at all levels, and social science scholars can provide intellectual support for Africa to grasp the development opportunities and meet the challenges through research and discussion.
