深圳社区“一核多元”治理模式的实践功能研究

【摘要】：社区是社会的细胞,社区的发展已经不能单独依靠于政府,而基层政府的职能转变也为社区的发展创造了条件。社区治理的发展和创新有利于夯实社会治理的基础。作为全国改革开放最前沿的特区,深圳一直在探索符合城市社区发展需求的社区治理模式。近几年,深圳社区在实行“一核多元”治理模式过程中取得了一定的成效,这种模式的基本内容是:以社区综合党委为核心,社区工作站、居委会、非营利组织、企业以及居民等多元主体通过良性合作互动,协调推动社区走向“善治”。“一核多元”模式有哪些实践功能?实施过程中怎样能更好地实现这些功能?论文围绕这些问题进行分析研究。论文首先介绍了“一核多元”模式的产生背景,从组织职能、资源、统筹等三个层面分析了深圳社区治理所遇到的困境,并初步介绍“一核多元”模式的基本内容。论文接着分析了该治理模式的实践功能,这些实践功能主要有:一是较为明确的核心引领功能;二是较为强大的统筹协调功能;三是较为显著的体验提升功能。根据实地观察和访谈的内容,总结归纳了“一核多元”模式实践功能发挥的约束性因素,主要有三个方面:一是动力性约束性因素;二是资源性约束因素;三是服务性约束因素。论文最后针对“一核多元”模式实践功能发挥的约束性因素,从动力、资源、服务三方面提出完善该模式实践功能实现的改进建议。本项研究主要运用了文献法、案例分析法两种研究方法,论文提出的完善“一核多元”社区治理模式实践功能的改进建议,可供政府有关部门的政策决策提供参考建议。
[Abstract]:The community is the cell of the society, the development of the community can no longer depend on the government alone, and the function transformation of the grass-roots government also creates the conditions for the development of the community. The development and innovation of community governance is beneficial to consolidate the foundation of social governance. As the forefront of the reform and opening-up, Shenzhen has been exploring the community governance model in line with the needs of urban community development. In recent years, the Shenzhen community has achieved certain results in the process of implementing the "one core and multiple" governance model. The basic contents of this model are: taking the community comprehensive party committee as the core, community workstations, neighborhood committees, and non-profit organizations. Enterprises and residents and other diverse subjects through benign cooperation and interaction, coordinated and promoted the community toward "good governance." What are the practical functions of the "one core multiple" model? How can these functions be better realized in the process of implementation? This paper focuses on these problems. Firstly, the paper introduces the background of "one core and multiple" mode, analyzes the predicament of community governance in Shenzhen from three aspects of organization function, resources and overall planning, and introduces the basic content of "one core pluralism" mode. The paper then analyzes the practical functions of the governance model, these practical functions mainly include: first, the more clear core leading function; second, the more powerful overall coordination function; third, the more significant experience promotion function. According to the content of field observation and interview, this paper sums up the restrictive factors of the practical function of "one core and multiple" mode, mainly in three aspects: one is the dynamic constraint factor, the other is the resource constraint factor. Third, service constraints. Finally, aiming at the restrictive factors of the practical function of the "one core and multiple" model, the paper puts forward some suggestions to improve the realization of the practical function of the model from the aspects of power, resources and service. This research mainly uses the literature method, the case analysis method two kinds of research methods, the paper proposed the consummation "one core multivariate" community governance pattern practice function improvement suggestion, may provide the reference suggestion for the government concerned department policy decision.
