九三学社济南市委的政策参与研究

【摘要】：作为我国的基本政治制度,中国共产党领导的多党合作和政治协商制度在民主政治进程中发挥着越来越重要的作用。八个民主党派根据自已的界别特色,积极履行参政议政、民主监督职能,在事关国计民生、推进民主协商等各个方面,发挥了积极的作用,对于提高我国公共政策的科学化、民主化发挥了重要的作用。但另一方面,在政策参与过程中,也还存在参与渠道少、影响力弱等问题。作为参政党,在当前政治社会背景下,如何更加有效地发挥民主党派的作用,更好地促进民主党派参与政策的制定和实施等方面的作用,需要加以深入地思考和系统地研究。九三学社是以科技界中、高级知识分子为主的参政党,积极建言献策。近几年来,九三学社济南市委的更加重视政策参与工作,突出强调“三个重点、一个特色”,即以济南市建设为重点、以政府中心工作为重点、以群众关心的热点难点为重点,体现九三学社科技界特色,政策参与的质量不断提升。本文第一章介绍了文章研究的背景、目的和意义,阐述了国内对该问题的研究现状和文章结构。第二章介绍了政策参与和我国多党合作的相关理论,并对我国民主党派政策参与的方式、渠道、范围等基本内容进行系统分析。第三章说明了九三学社济南市委的组织概况和政策参与的主要途径,并对其对公共政策的影响进行详细分析。第四章总结了九三学社济南市委政策参与工作的经验,分析了不足,同时列举了大连、青岛、厦门、杭州等国内其他部分城市九三学社组织政策参与的做法和取得的成绩。第五章根据以上的分析,提出完善九三学社济南市委政策参与的思路。
[Abstract]:As the basic political system of our country, the system of multi-party cooperation and political consultation led by the Communist Party of China plays an increasingly important role in the process of democratic politics. According to the characteristics of their own sectors, the eight democratic parties have actively performed their functions of participation in politics, political discussion and democratic supervision. They have played a positive role in various aspects, such as affecting the national economy and people's livelihood, promoting democratic consultation, and so on, and have played an active role in improving the scientific nature of our public policies. Democratization plays an important role. But on the other hand, in the process of policy participation, there are still some problems, such as less participation channels and weak influence. Under the current political and social background, how to play the role of the democratic parties more effectively and how to promote the democratic parties to participate in the formulation and implementation of policies, etc., need to be deeply considered and systematically studied. Jiu San Society is a high-level intellectual party in science and technology circles, active advice. In recent years, the Jinan Municipal Party Committee of Jiusan School has paid more attention to the work of policy participation, highlighting "three key points, one feature," that is, focusing on the construction of Jinan City, focusing on the central work of the government, and focusing on hot and difficult issues of concern to the masses. Reflects the nine-three society of science and technology sector characteristics, policy participation in the quality of continuous improvement. The first chapter introduces the background, purpose and significance of the research. The second chapter introduces the relevant theories of policy participation and multi-party cooperation in China, and makes a systematic analysis of the ways, channels and scope of policy participation of democratic parties in China. The third chapter explains the general situation of Jinan Municipal Party Committee and the main ways of policy participation, and analyzes its influence on public policy in detail. The fourth chapter summarizes the experience of policy participation of Jinan Municipal Party Committee of Jiusan School, analyzes the shortcomings, and enumerates the practices and achievements of the policy participation of Jiusan Society in Dalian, Qingdao, Xiamen, Hangzhou and other domestic cities. The fifth chapter, according to the above analysis, puts forward the idea of improving the policy participation of Jinan Municipal Party Committee of Jiusan School.
