组织变迁与过渡型社区治理——以首都H区三个过渡型社区为例

【摘要】：过渡型社区是从农村社区向城市社区过渡的一种社区形态,治理组织发生变迁是过渡型社区最显著的标志之一,也是影响过渡型社区治理的重要因素。文章以首都H区三个典型的过渡型社区为个案,深入分析组织如何发生变迁以及如何影响过渡型社区治理。原有的村委会、村党支部的力量渗透进集体经济组织中与集体经济组织融为一体深刻地影响着过渡型社区治理。新建的社区居委会、社区党支部在社区治理中已经发挥作用,但原有组织通过人员调整、经济支持等方式主导着新建组织的成立。目前,原有组织在过渡型社区治理中仍占主导地位。当过渡型社区的配套设施和公共服务完全达到城市社区的标准时,这两种组织形式可以实现逐步分离。
[Abstract]:Transitional community is a kind of community form from rural community to urban community. The change of governance organization is one of the most significant signs of transitional community, and it is also an important factor affecting the governance of transitional community. Taking three typical transitional communities in H district of the capital as an example, this paper deeply analyzes how the organization changes and how to influence the governance of transitional communities. The original village committee, the village party branch's strength permeates into the collective economic organization and the collective economic organization merges deeply affects the transitional community governance. The new community neighborhood committee and the community party branch have played a role in community governance, but the original organization has dominated the establishment of the new organization through personnel adjustment, economic support and so on. At present, the original organization in the transitional community governance is still dominant. When the supporting facilities and public services of transitional communities fully meet the standards of urban communities, these two organizational forms can be separated step by step.
