基于二维分析框架的中美开放政府数据政策比较研究

【摘要】：开放政府数据作为大数据战略的重要组成部分,对促进公众参与、实现政府透明、提升社会信任具有重要意义。本文以中国和美国国家层面的开放政府数据政策为研究对象,通过构建包括工具性维度和内容评价维度的二维分析框架,来进行政策比较分析。研究结果显示,在工具性维度方面,两国的政策均呈现出环境型政策工具使用最多、供给型政策工具次之、需求型政策工具最少的现状,但在环境型政策工具与供给型政策工具的使用比例差距上,中国较美国更大;在内容评价维度方面,两国有关准备度的政策均最多,在执行度和影响力的政策设计上具有差异性。基于此,为中国开放政府数据政策的制定提出对策建议。
[Abstract]:As an important part of big data strategy, open government data plays an important role in promoting public participation, government transparency and social trust. This paper takes the open government data policy at the national level in China and the United States as the research object and constructs a two-dimensional analysis framework including the instrumental dimension and the content evaluation dimension to carry on the policy comparative analysis. The results show that, in the instrumental dimension, the policy of the two countries shows that the environmental policy tools are the most used, the supply-oriented policy tools are the second, and the demand-oriented policy tools are the least. However, in terms of the gap between the proportion of environmental policy tools and supply-oriented policy instruments, China is larger than the United States, and in terms of content evaluation dimension, the two countries have the most policies on preparedness. There are differences in policy design in terms of implementation and impact. Based on this, this paper puts forward countermeasures and suggestions for the formulation of data policy of China's open government.
