我国公办养老机构公私合作制实施的现实动因及完善路径

【摘要】：我国公办养老机构的管理体制僵化、产权不合理、功能定位不清以及垄断所造成的福利损失是实施公私合作制的现实动因。在我国,公办养老机构公私合作制的实施有利于弥补政府资金的投入不足、推进公办养老机构的改革进程以及促进政府职能的转变。现阶段,健全事业单位的法人治理结构、进一步完善公办养老机构公私合作制的制度环境、构建公私合作制的市场交易机制是我国公办养老机构公私合作制的完善路径。
[Abstract]:The rigid management system, unreasonable property rights, unclear function orientation and welfare losses caused by monopoly are the realistic reasons for the implementation of the public-private partnership system in China. In our country, the implementation of the public-private cooperation system of public pension institutions is conducive to making up for the insufficient investment of government funds, promoting the reform process of public pension institutions and promoting the transformation of government functions. At the present stage, perfecting the corporate governance structure of public institutions, further perfecting the institutional environment of public pension institutions, and constructing the market transaction mechanism of public-private cooperation are the perfect paths of the public pension institutions in our country.
