珠海香洲区城市社区治理研究

【摘要】：我国改革开放以来,各地城市社区数量不断增加,但由于政府职能转变不到位等原因,当前城市中各类社会问题层出不穷,社区治理已经成为我国国家治理的一项基础性的工程,社区治理路径的创新突破也显得极为迫切。本文以珠海香洲区为例,对照国内外社区治理的研究和运行模式,综合运用文献研究、实地调查、社会访谈等多种方法,深入分析了香洲区社区治理工作的现状及当前存在的问题,着重剖析了华发等四个社区的具体工作实践及其模式特点,并归纳提炼了香洲区开展社区治理探索的启示,最后对香洲区加强社区治理提出了对策措施。全文分五章,第一章提出本文研究的背景和意义、国内外研究现状、文献综述、研究思路和方法；第二章提出本文研究所依托的核心概念、理论基础；第三章分析了珠海香洲区开展社区治理的政策背景、工作实践和当前存在的问题；第四章选取香洲区具有代表性的社区治理案例进行剖析,归纳总结了香洲区开展社区治理探索的启示；第五章提出了香洲区今后加强社区治理的结构选择和路径选择,形成对策建议。联系香洲区社区治理的创新举措和存在问题,本文尝试为香洲区城市社区治理做出结构选择,就是要确立党组织在社区中的领导地位,构建“一个核心和多元合作”的治理结构,使社区党组织、社区工作站、居民委员会、社会组织、社区居民等通过合作共治的方式参与社区事务,并通过一系列的改革措施,加大对社区治理主体建设、运作体制、工作平台、服务方式等方面的创新力度,最终达到社区治理善治的状态。香洲区社区治理存在的问题在我国城市社区治理领域具有代表性和普遍性,本文提出的加强社区治理的结构安排和改革对策,能够有助于香洲区理顺社区治理工作思路,提升治理成效,同时对我国类似地区的社区治理工作起到了一定的指导作用,具有一定的参考价值。
[Abstract]:Since China's reform and opening up, the number of urban communities has been increasing, but due to the lack of transformation of government functions and other reasons, various kinds of social problems are emerging in cities. Community governance has become a basic project of national governance in China. This paper takes Xiangzhou District of Zhuhai as an example, compares the research and operation mode of community governance at home and abroad, and makes comprehensive use of literature research, field investigation, social interviews and other methods. This paper deeply analyzes the present situation and existing problems of community governance in Xiangzhou district, emphatically analyzes the concrete working practice and mode characteristics of four communities such as Huafa, and sums up and abstracts the enlightenment of community governance exploration in Xiangzhou district. Finally, some countermeasures are put forward to strengthen community governance in Xiangzhou district. The first chapter puts forward the background and significance of this study, the current research situation at home and abroad, literature review, research ideas and methods, the second chapter puts forward the core concepts and theoretical basis of the research. The third chapter analyzes the policy background, working practice and current problems of community governance in Xiangzhou District of Zhuhai. The fifth chapter puts forward the structure choice and path choice of strengthening community governance in Xiangzhou district in the future and forms countermeasures and suggestions. In connection with the innovative measures and problems of community governance in Xiangzhou, this paper attempts to make structural choices for community governance in Xiangzhou, which is to establish the leading position of the Party organization in the community. To build a governance structure of "one core and multiple cooperation" so that community party organizations, community workstations, residents' committees, social organizations, community residents and so on can participate in community affairs through cooperation and co-administration, and adopt a series of reform measures. The main body construction, operation system, work platform and service mode of community governance should be innovated to reach the state of good community governance. The problems existing in community governance in Xiangzhou district are representative and universal in the field of urban community governance in China. The structural arrangement and reform countermeasures of strengthening community governance proposed in this paper can help to straighten out the ideas of community governance in Xiangzhou district. At the same time, it plays a guiding role in community governance in similar areas of our country, and has certain reference value.
