基于网格化管理的胥各庄街道社区管理方式研究

【摘要】：在一个城市之中,社区是最基本的组成单元,城市管理归根结底是社区管理。可是,最近几年我国经济增长日趋平稳,城市化进程速度越来越快,城市中的社区管理也遇到了越来越多的问题。常见的有,外来务工人员大幅增加导致人口流动性大,社区安全性得不到保障,资源不能得到合理调配,信息沟通不够通畅,在具体的管理过程中权力责任不分等。所以,现有的社区管理模式已经跟不上时代的脚步,不能满足现代城市管理的需要。社区管理需要改革,探索新的管理模式,这也是网络信息时代的要求,是信息产业发展的必然结果。最近几年,在社区管理的具体实践中,提出了一个新的理念,即网格化管理,这也是理论界出现的创新思维。这种创新性管理理念集动态性、精确性和及时性于一体,以计算机信息技术为载体,对多种资源进行整合,并做出综合性分析。将社区管理理念与网格化管理技术相融合,于是,社区网格化管理这个全新的社区管理方式应运而生,其实质就是将管理内容划分成事件和部件,改变过去的条块分割,对社区资源进行融合和重新调配,界定社区管理的宽度和广度,结合社区的实际情况进行网格的划分和管理,进而整合组织机构,优化业务流程。社区网格化管理采用动态化管理模式,彻底改变了传统的管理方式,变被动为主动,发现问题并及时解决,借助于信息管理平台,统一调配各种资源,社区管理效率得到大幅提高。本文是以胥各庄街道社区管理的现状为背景,在分析社区管理的存在问题及未来需求的基础上,将网格化管理模式引入社区,按照“提出问题——分析问题——解决问题”的思路来推进。首先,笔者对本次课题展开的背景和研究意义进行了介绍,阐述了本课题的研究方法和研究内容,并对国内外研究现状进行了梳理分析;其次,对社区管理、网格理论和社区网格化管理的内涵进行了详细阐述并对社区网格化管理典型模式进行了分析;第三,通过实地考察胥各庄街道办事处社区管理的现状,分析社区管理存在的问题及原因,对社区网格化管理的必要性进行了论述;第四,结合胥各庄街道社区管理实际,通过科学划分网格、完善组织体系、搭建信息管理平台,构建业务流程、建立考核评价制度对社区网格化管理进行基本架构和体系设计,将基于网格化信息管理平台的社区管理方式应用到实际工作之中;最后,对胥各庄街道社区网格化管理方式进行实效性分析。
[Abstract]:In a city, community is the most basic unit, urban management is community management in the final analysis. However, in recent years, the economic growth of our country is more and more stable, the process of urbanization is getting faster and faster, and the community management in the city has met more and more problems. It is common that the large increase of migrant workers leads to large population mobility, community security can not be guaranteed, resources can not be rationally allocated, information communication is not smooth, in the specific management process power and responsibility are not divided. Therefore, the existing community management model can not keep up with the pace of the times, can not meet the needs of modern urban management. Community management needs to reform and explore new management mode, which is also the requirement of the network information age and the inevitable result of the development of information industry. In recent years, in the concrete practice of community management, a new concept, grid management, has been put forward, which is also the innovative thinking in the field of theory. This innovative management concept integrates dynamic, accuracy and timeliness, and integrates various resources with computer information technology as the carrier, and makes a comprehensive analysis. The concept of community management is combined with the technology of grid management, so community grid management, a new way of community management, emerges as the times require. Its essence is to divide the management contents into events and components, and to change the past segmentation. The community resources are integrated and redistributed, the width and breadth of community management are defined, the grid is divided and managed according to the actual situation of the community, and then the organization is integrated and the business process is optimized. The community grid management adopts the dynamic management mode, completely changes the traditional management mode, changes passively into the initiative, discovers the problem and solves in time, with the help of the information management platform, unifies allocates all kinds of resources, The efficiency of community management has been greatly improved. Based on the current situation of community management in Xugezhuang, this paper introduces the grid management model into the community on the basis of analyzing the existing problems and future demands of community management. Follow the idea of "asking questions-analyzing problems-solving problems". First of all, the author introduces the background and significance of this project, expounds the research methods and contents of this topic, and analyzes the current research situation at home and abroad; secondly, the community management, The theory of grid and the connotation of community grid management are expounded in detail and the typical model of community grid management is analyzed. Thirdly, the status of community management in Xugezhuang subdistrict office is investigated on the spot. This paper analyzes the problems and causes of community management, and discusses the necessity of community grid management. Fourthly, combining with the reality of community management in Xugezhuang street, through scientific grid division, the organization system is perfected, and the information management platform is built. Build the business process, establish the assessment and evaluation system to carry on the basic structure and system design to the community grid management, apply the community management method based on the grid information management platform to the actual work; finally, This paper analyzes the effectiveness of community grid management in Xugezhuang street.
