制度变革与制度执行:中国“后半程”现代化的实现机制

【摘要】：以党的十八届三中全会为界,可以将中国的现代化划分为侧重点不同的两个"半程"。"前半程"主要围绕经济社会发展而展开,而"后半程"则聚焦制度的变革与完善。中国"后半程"现代化的主要任务是完善和发展中国特色社会主义制度,为党和国家事业发展、人民幸福安康、社会和谐稳定、国家长治久安提供一整套更完备、更稳定、更管用的制度体系。而要顺利完成这一伟大的历史任务,就必须紧紧抓住制度变革和制度执行这两个中心环节。在一定意义上讲,制度变革是中国"后半程"现代化的动力机制,制度执行是中国"后半程"现代化的保障机制。
[Abstract]:With the third Plenary session of the 18th CPC Central Committee as the boundary, China's modernization can be divided into two "half-trips" with different emphases. " The first half focuses on the economic and social development, while the latter focuses on the reform and perfection of the system. The main task of China's "second half" modernization is to perfect and develop the socialist system with Chinese characteristics, to provide a complete set of more complete and stable systems for the development of the cause of the party and the state, the well-being of the people, the harmony and stability of society, and the long-term stability of the country. A more effective system of institutions. In order to complete this great historical task smoothly, we must firmly grasp the two central links of institutional reform and institutional implementation. In a certain sense, institutional reform is the motive mechanism of the modernization of the latter half of China, and the implementation of the system is the guarantee mechanism of the modernization of the second half of China.
